competitiveness must be at the heart of European
Union policy considerations Work of ECOFIN to be
complemented by the work of Competitiveness

  world, capable of sustainable economic
  growth with more and better jobs and greater
  social cohesion
• Call for establishing a European Area of
  Research and Innovation
• Asked the Commission and the Member States inter
  alia
• To develop networking of national and joint
  research programmes on voluntary basis
• Encourage the development of an open method for
  coordination for benchmarking national RD
  policies

Re-launching Economy. Council seeks to emphasize
the need for continued action across a broad
front, aimed at creating the backdrop of an
economic and social environment favourable to
sustainable growth, within the context of the
Lisbon strategy. Endorses the principle of the
Growth Initiative (proposals for action currently
being examined in relation to transports,
Telecom, Energy (TENs projects)). Call for
investment in human capital, innovation, research
and development and skills. Various instruments
are envisaged, notably European technology
platforms. FP6 would have to contribute,
together with otherinstruments (Structural
Funds). Concrete decision expected at European
Council on 12/13 December 2003.

OPEN METHOD OF COORDINATION OMC -(Part of
Lisbon Agenda)

• Spreading best practices and achieving greater
  convergence towards the main EU goals
• Designed to help Member States to progressively
  design their own policies
• It involves inter alia
• Fixing guidelines for the Union
• Establishing indicators and benchmarks against
  the best in the world, as a means of
  comparing best practice
• Translating these guidelines into national
  policies setting specific targets and
  adapting measures
