The SMRP Program
  • Is a 12 month competitive training and
    development opportunity
  • Focuses on developing candidates for senior
    manager positions
  • Helps to ensure a sufficient supply of highly
    prepared and trained candidates for projected
    senior manager vacancies
  • Does not guarantee later selection into a
    permanent senior manager position

The SMRP Program (contd)
  • Provides developmental assignments based upon
    individual needs. Function specific training
    will be tailored for each Division.
  • Assigns candidates to Executives
  • Provides candidates with a coach.

How SMRP Slots are determined...
  • The number of SMRP slots are generally based on
    the following
  • Projected vacancies for current year plus next 2
    years
  • Including the number of Senior Managers that will
    retire or be retirement eligible
  • Span of Control
  • Anticipated growth or contraction in a particular
    area

Eligibility
  • Generally, all qualified IRS employees at the
    GS-13 or 14 level and Department Managers
  • Prior managerial experience is not required.
  • Candidate must have at least a Fully Successful
    rating on their most recent performance appraisal

  • Nationwide vacancy announcement open for 14
    days
  • Candidates obtain application package from IRS
    homepage website
  • Form 13290, Management Selection Program Vacancy
    Application.
  • Technical Competency Narratives, comprising Part
    IV of the Form 13290

Interview Process
  • Once the BQ list is established
  • Those applicants ranking above the cutoff score
    will be interviewed.
  • Behavioral Interviewing methodology
  • Feedback will be provided to non-selectees and
    their managers upon request
