2RANET 101
- RANET is an international collaboration of
meteorological and similar services working to
improve rural and remote community access to
weather, climate, and related information - The program works in parts of Africa and the
Pacific, with several Asia countries beginning
activities in 2006/7. LAC possibilities in
2007/8 - For sustainability, RANET stresses local
ownership within the program and through
equipment deployment - RANET works with partners to develop a holistic
response to community information needs (a.k.a.
RANETs 1 rule)(e.g.- works with partners to
ensure delivery of education, health,
agriculture, and other important content)

- RANET is a technology implementation, not a
platform, based program meaning it has a number
of platforms and tools available. Moreover, it
is always seeking out new tools that can help its
member countries. Sharing of experience is
therefore a key component of RANET.
4RANET and Tsunami Warning Dissemination
- Under the Indian Ocean Tsunami Warning System
(IOTWS) program, RANET is working with Indonesia
and Sri Lanka to demonstrate and develop
communication tools appropriate for dissemination
of warnings to remote communities. - One of the tools utilized by RANET is its
wireless modem bank to provide warnings via
mobile phone as SMSes (text messages). These
messages are triggered by the PTWC and sent to
regional and national points of contact as a
heads up notification.
5RANET and Tsunami Warning Dissemination
- The primary technology selected by the countries
is the RANET broadcast capacity on the WorldSpace
satellites, as provided by First Voice
International. - The WorldSpace satellites are digital audio
broadcast satellites capability of broadcasting a
number of channels across continental regions.
RANET operates on a data channel on both the
AfriStar and AsiaStar satellites.

7- Unique Functions and Capabilities of WorldSpace
System - Use of either the audio or data services of
WorldSpace requires a special receiver unit.
These units are quite inexpensive in comparison
to other satellite ground station terminals. The
cost and size of the receiver is equivalent to a
quality FM stereo unit 60 - 250 depending
upon the model. The units also consume
relatively little electricity, which is an
important consideration in remote settings
particularly those powered by solar or other off
grid systems.

- The AfriStar and AsiaStar satellites are
primarily designed for broadcast of audio
channels, such as news, music, talk shows, and
other entertainment. But, as the service is
digital, it is capable of data distribution.
Receivers equipped with a data card and connected
to a computer, can be used to download multimedia
information from special data channels.
9- Unique Functions and Capabilities Data Service
- The coverage area of the WorldSpace AfriStar and
AsiaStar broadcasts, means that a content
provider can distribute text, graphic, and other
material across a city, country, or continent.
10RANETs Access to the WorldSpace Satellites
- Capacity is provided by First Voice
International. - FVI is a 501-c-3 non-profit that is gifted
capacity on the WorldSpace satellites to promote
humanitarian and development activities. - While FVI operates both audio and data channels,
RANET utilizes only the data channels at this
point in time. (ALC DATA on AfriStar, and FVI
DATA on AsiaStar) - WorldSpace is a subscription based service, but
FVI operates public channels, so RANET users will
not ever have to pay a subscription or other
recurring fee. - While RANET utilizes the FVI data channels on the
WorldSpace satellites, it is one of many content
providers who broadcast health, agriculture,
primary education, and other information. It is
a shared channel.
11- RANET Tsunami Related Activities
- In Indonesia, the meteorological and geophysical
agency (BMG) is utilizing RANETs satellite
broadcast capacity to send warnings to province
and district level points of contact. - To send the warnings, RANET has integrated its
broadcast capacity with the BMG 5-to-1 system.
The 5-to-1 system means 5 ways to send/receive 1
warning. But the communication methods used by
5-to-1 are dependent upon terrestrial
infrastructure, so RANETs satellite broadcast
capacity provides critical redundancy. - Indonesia has many remote areas and islands as
well, so RANETs capacity can serve as a way to
send warnings to these areas where terrestrial
infrastructure is unavailable.
12- RANET Tsunami Related Activities
- The BMG 5-in-1 Client is capable of forwarding
warnings through other means to local points of
contact. The RANET WorldSpace Module does not
assist in this task, but rather is a backhaul
between BMG and BMG 5-in-1 Clients. - See next 2 slide for basic network configuration
with BMG.
