Music and Art Schools in Norway
  • The first public Norwegian music schools were
    established back in the 1950s. These days Norway
    has close to 430 municipal music and arts
    schools.
  • There are about 120 000 pupils in these schools.
  • There are no initial tests excluding applicants,
    but the children and their parents are advised
    about adequate age for starting, and suitability
    for the chosen subject.
  • More than 150 000 children and youth are in one
    way or another related to the municipal music and
    art schools.
  • Most of the children involved are between 7 to 16
    years, some schools also include grown-ups even
    pensioners. In average, 17 percent of children in
    primary and secondary school are pupils in music
    and art schools. The National Parliament has
    however defined a goal of 30 percent at the
    least.

Music and Art Schools in Norway
  • About 5000 teachers are working in the music and
    art schools.
  • Quite a number of schools are offering different
    subjects - music is still the dominant but also
    theatre, visual arts, dance, creative writing and
    contemporary circus.
  • The average teacher has a 30-40 percent
    employment, often in combination with the
    compulsory schools or local cultural institutions
    or organisations.

Music and Art Schools in Norway
  • The national organisation, Norwegian Council of
    Music and Art Schools, was established in 1973
    and is the national management.
  • Formally this is an organisation owned by
    municipals with a music and art school.
  • At county level there are regional board and a
    secretary, the latter basically in a 20
    part-time position for this function.
  • The Norwegian Council of Music and Art Schools
    receives a major part of its financial support
    from the Norwegian state.
  • All member municipals pay an annual fee, most of
    this returned to the regional level to cover cost
    of meetings and part of salary to their
    secretaries.

Parliament 1997 The law
Education Act Section 13-6. Provision by
municipalities of courses in music and other
cultural activities All municipalities, either
alone or in cooperation with other municipalities
shall provide courses in music and other cultural
activities for children and young people,
organized in association with the school system
and local cultural life.

The Parliament said (2004)
  • Norsk Kulturskoleråd (The Norwegian Council of
    Music and Art Schools) should be strengthened and
    developed to the National Competence Centre
    supporting municipalities professionally.

  • The Committee consider making the culture school
    play an active role working out the cultural
    schoolbag both will secure utilization of local
    resources and a local mark on the schoolbag.
  • The Committee will underline the important role
    the culture schools are supposed to have as local
    resource centres in the cultural area..

The implications of The Law today
All municipals have to have a culture school
The former Minister of Education said it should
be a real offer Up to the municipals to
design their school, as to art subjects offered,
number of pupils, school fee level, etc. (Similar
to Sweden)

  • Stord Culture School is a centre for arts in
    Stord and a model school in our region for
    subjects linked to arts and culture.

AIMS
  • The Culture School shall give services to the
    inhabitants of Stord, to schools and pre schools
    and to organisations (bands, choirs, orchestras
    etc.).
  • The Culture School shall give room for everyone
    who wants to participate in the different
    subjects and courses offered.

MEASURES
  • The Culture School shall offer courses in a wide
    range of arts subjects like music, dance, drama,
    arts, cross curricular activities and
    professional arts.
  • To make a wholesome art development an emphasis
    will be on cooperation with regional and central
    teaching- and education institutions and with
    other municipalities.

  • Stord Culture Schools is an arena for learning
    where the academic content is professional and
    ensured. Aesthetic experience and creating are
    central issues in teaching the pupils.
