Title: PPD Informal FLARE Review

1
FLARE
  • Conventional
  • Civil Construction

2
Engineering Plan
  • Proposed Services
  • Participate in meetings.
  • Continue to help formulate criteria.
  • Develop a Project Definition Report.
  • Contacts
  • Tom Lackowski will be the FESS primary contact.
  • Others in FESS will be utilized as required
  • Criteria and requirements should be funneled
through a single point of contact to myself.

3
Project Definition Report
  • Describe a snapshot of the project requirements
and provide a design solution, on a specific site
using text, drawings, and cost estimate.
  • Can be developed into a CDR or used as a scope
    document for an AE.
  • Civil scope includes site improvements,
    utilities, buildings, and tank foundation.

4
Elements of a Project Definition Report
  • Descriptive text
  • Stating project criteria
  • Design solutions
  • Design requirements (Environmental , site and
    building codes, funding body requirements)

5
Elements of a Project Definition Report
  • Drawings
  • Aerial or Road Map
  • Shows overall location, relationship to cities,
    rail, roads, power transmission lines.
  • Site Plan
  • Shows local roads, site access, tank and building
    locations, containment provisions
  • Site Section
  • Detailed Site Plans at Tank and Buildings

6
Elements of a Project Definition Report
  • Building Plans
  • Showing equipment and space layout.
  • Criteria bubbles
  • Space Requirements
  • Creature comforts and equipment requirements
    (Temperature, humidity, process systems, fire
    protection, electrical)

7
Elements of a Project Definition Report
  • Basis of cost estimate
  • Cost Estimate (25 to 50 contingency level)
  • Construction Schedule

8
Criteria
  • Currently there is a general understanding of
    criteria.
  • Prior to increasing our effort (to 4 or 5
engineers) we need to solidify and get more
specific space and utility requirements. I
believe most of the criteria is known, but it
    still needs refinement, including documentation.

9
Design Solution
  • While the needed civil construction is all pretty
standard there are a number of unique issues to
    address.
  • Site selection
  • Spill containment and environmental issues
  • Protection from forest fires
  • Rail spur
  • Existing site information gathering
  • Water for hydro testing

10
FESS Engineering
  • Civil, Environmental, Architectural,
    Structural,Fire Protection / Detection,
    Mechanical (HVAC Process Systems), Electrical
    and Construction Management.
  • The anticipated effort required is consistent
    with our (Fess/Eng.)current workload projections.

11
Time frame
  • We will need about two months to complete the
Project Definition Report to a final draft for
review after major criteria is understood.
(Approx. 200 hrs after criteria is understood)
  • Once a site is selected, partnering with a local
engineering firm to establish the existing site
features would be cost effective. (10 to 15K)
