CITEL Working Group on Conference Preparations
(WGCP)
  • Established by the 2002 CITEL Assembly
  • WGCP chaired by Ecuador (José Vivanco), several
    vice-chairs including Janis Doran, Canada
  • Two streams of work
  • preparations for ITU World Telecommunication
    Development Conference 2006
  • and ITU Plenipotentiary Conference 2006

  • Substantive preparations now underway
  • Next meeting will be held in Buenos Aires,
    Argentina, December 6-9, in conjunction with
    COM-CITEL (executive committee)
  • Following meeting will be during the CITEL
    Assembly, Costa Rica, Feb.20-23 2006.
  • Consultations with PCCI and PCCII on
    standardization and radiocommunications matters.

  • Structure and Working Methods
  • Reflecting on recommendations of Working Group on
    Structure (Res. 106) must find the right
    balance between Sector-driven work and need to
    maintain ITU cohesion to prevent duplication of
    effort and waste of scarce resources
  • Considering the output texts of the Working Group
    on Observers (Res. 109) draft modifications to
    ITU Convention, General Rules and resolution are
    possible Inter American Proposals (IAPs)

  • Management Practices in ITU
  • Important progress in follow-up to Decision 7 and
    Resolution 107
  • Challenge is keeping up momentum for full
    implementation of recommended improvements and
    modernization of the management of the Union
  • Reflecting on recommendations of Working Group on
    Coordination Committee and Role of Elected
    Officials (Res 108)

    Union-wide approach to planning and new
    methodology Results-Based Budgeting
  • -  Culture change  essential to effective,
    modern management of ITU scarce resources

    Strategic Plan and Financial Plan will set out
    framework for plans and Sector Advisory Groups
    input
  • - Contributions of Sector Members and follow-up
    to Council WG (Res 110) recommendations needs
    further reflection

  • Review of PP Decisions and Resolutions
  • What modifications, if any, are needed?
  • Various ITU management and Sector-related issues
    have been addressed,
  • A number of resolutions should be updated to
    reflect cross-sector priorities (e.g. Resolution
    36, Telecommunications in the service of
    humanitarian assistance)

  • ITU Regional Presence
  • Strengthening and rationalizing ITUs programmes,
    activities and services in the Americas continues
    to be a priority for CITEL
  • Recognized need for
  • effective coordination between all the Sectors
    and with General Secretariat
  • optimize scarce financial and human resources
  • support from Geneva HQ for field offices (eg.
    project execution function)
  • close collaboration with regional organizations

WGCP strategy
  • PP 06 is only three weeks long! with elections,
    significant time pressure for substantive work
  • Consultations both formal and informal-between
    regional organizations and groups in preparation
    for PP is essential to a successful outcome.
