abuse and mental health services in 2004. - Comprised of 12 Board members appointed by the
Governor, President of the Senate and the Speaker
of the house. - The Corporation is charged with making policy
recommendations to the Governor and Legislature
to better coordinate the states publicly funded
mental health and substance abuse systems. - In 2007, the Legislature expanded the
Corporations responsibilities to encompass the
administration of the Criminal Justice, Mental

Important?
- The Florida Substance Abuse and Mental Health
Corporation is working with policy makers to
adopt a well-funded, comprehensive and systematic
public health approach to improve the mental
health status of children and enhance substance
abuse prevention and early intervention
strategies.

Important?
Because childrens treatment needs become more
critical as they age, prevention and early
intervention services must be available to avoid
the higher costs of more intensive treatment.
Earlier intervention is also vital to effectively
prepare children to succeed in school, within the
family and in the community.

- Only one in five children who need treatment
receive it. - There is a shortage of child and adolescent
psychiatrists in the united States. - Primary Care Providers frequently diagnose and
treat children and youth with mental illness and
substance abuse. - 75 percent of youth with a psychiatric disorder
are seen in primary care settings. - 50 percent of all pediatric office visits involve
behavioral, psychosocial and/or educational
concerns
5Mental Health and Substance Abuse Identification
and Early Intervention in Primary Care Must
Improve
Primary care physicians are the first line of
defense in the detection and early
intervention. The Corporation has been working
with the Florida Academy of Pediatrics, the
Florida Department of Children and Families, the
Department of Pediatrics at the University of
South Florida and Florida National Alliance on
Mental Illness to identify strategies that
encourage primary care physicians to conduct
mental health and substance abuse screens,
provide appropriate early intervention treatment
and make referrals when specialists are needed.
6Mental Health Toolkit for Pediatricians
The Corporation is working with the Florida
Academy of Pediatricians and other state partners
to advance the use of the mental health toolkit
developed by the American Academy of Pediatrics
Task Force on Mental Health. The toolkit was
developed to assist state chapters of the Academy
of Pediatrics in addressing and improving
childrens mental health in primary care settings.

8Medicaid Drug Therapy Management Program for
Behavioral Health
- The State of Florida through its Medicaid office
is supporting this program. - The program is administered by the Florida Mental
Health Institute at the University of South
Florida. - The program goals are
- Improve the quality of behavioral health drug
prescribing practices - Improve patient adherence
- Reduce Clinical risks
- Lower costs

- Being offered to pediatricians by the Department
of Pediatrics, University of South Florida (USF)
in the Tampa Bay region. - USF is funded by Medicaid to do up to 75
consultations. - Operational Parameters of the Consultation
- Toll-free telephone number
- Staffed during normal working hours
- Callers have some relationship with the
consulting physician - M.D. contact within 24 hours

Tallahassee, Florida The Apalachee Center a
comprehensive Community Health Center The Center
partnered with County government to provide
psychiatric coverage and benefits restoration in
the Bond community Health Clinic (a federally
qualified health center) and Neighborhood Health
Clinic. Bond Clinic will also be providing
primary care services on-site at the Apalachee
Center 12 hours per week, in order to provide
desperately needed medical services for the
consumers served by Apalachee center. Contact

14Duval County Community ClinicsJacksonville,
Florida
A pediatric psychiatrist works in collaboration
with pediatricians and pediatric residents in the
Duval County Health Department community clinics.
The collaboration involves the psychiatrist and
the pediatrician seeing patients together and
discussing diagnosis and treatment. Previously
seen patients also might be discussed, as well as
any other questions the pediatrician might have
relating to mental health problems.
