HISTORICAL BACKGROUND
  • Established in Old Campus GTC in 1987.
  • Campus as old as Independence.
  • Most of Buildings were built during Fifties and
    Sixties after establishment of GTC.
  • Very Few Buildings were added in late eighties
    when SIRD was established.
  • Some remains exist of old Nabha state Refinery.

MISSION of SIRD
  • Capacity building of stake-holder for
    transformation of the rural society for
    sustainable development

VISION of SIRD
  • To train Elected Representatives of PanRaj
    Ichayati nstitutions.
  • To train the Rural Development and PRIs
    functionaries.
  • To undertake Research Studies on Panchayati Raj
    and Rural Development.
  • To develop best practices and innovative
    approaches in PRIs and Rural Development by way
    of organizing Seminars, Workshops and
    Conferences.
  • To collect and disseminate information,
    documentation and networking on Panchayati Raj
    and Rural Development.
  • To undertake evaluation studies and consultancies
    of various programmes of Rural Development and
    PRIs.
  • To prepare and publish papers, reference
    materials, training modules and books on Rural
    Development and Panchayati Raj.

Infrastructure
  • Huge campus spread over about 16 acres.
  • Large Buildings, only about 20 in use.
  • Buildings needs renovation and repairs.
  • Campus can be developed as Regional SIRD for
    north region with renovations.
  • Lacks furniture.
  • Shortage of Hostel Accommodation.
  • Lack of Transportation Facility

Budget
  • Recurring Expenses equally shared by the Centre
    and State.
  • Non recurring expenses by GOI.
  • No funds for maintenance of this huge campus
    since 1992.

Manpower
  • Four highly qualified permanent faculties
    recruited through PPSC in the subject of
    Economics, Law, public Administration
    Sociology.
  • Two faculties in Finance Accounts and
    Co-operation on deputation from the respective
    departments.
  • Three instructors in Agriculture and one in
    Physics-Chemistry earlier recruited for GTC.
  • Shortage of Ministerial and class-IV staff.

Strengths
  • SIRD is the nodal agency for training, research
    and consultancy in rural development and
    panchayati raj.
  • Highly qualified faculty drawn Permanently on UGC
    Scales
  • All Senior Faculty is of permanent nature and is
    recruited through State Public Service
    Commission. ( The faculty is not on short
    term/contract or deputations)

  • A new SIRD complex is in the last phase of
    completion at Mohali
  • A huge SIRD complex at Nabha can be utilized as a
    Regional Centre after renovation/expansion.
  • A large Trained Panel of Resource Persons (100
    Approx.) to help training on Panchayati Raj and
    Rural development in the field.
  • Good library
  • Highly supportive State Govt. in the functioning
    of SIRD, Punjab.

Weaknesses
  • Lack of Hostel Facilities
  • Shortage of supporting staff /Research Fellows
  • Lack of Transport Facility/Vehicles for massive
    field training.
  • Shortage of staff for Computer Training.

  • Lack of Funding for Research and Action Research.
  • Lack of Training Centers at Regional/District
    Level.

Opportunities
  • Keeping in view the massive task of training in
    Rural Development and Panchayati Raj, a hugeas
    Regional Centre and spacious campus at Nabha may
    be used effectively after extension, repairs and
    renovation.
  • In view of devolution of Functions/Finances and
    Funds, the functionaries/stakeholders of other
    Line Departments shall have to be trained by SIRD.

  • Well stocked library with thousands of high
    standard books on development issues.
  • Roofs and Floors of Library are in Dilapidated
    condition.
  • Furniture in Library is insufficient and of poor
    quality.
  • Building built in early sixties.

  • It was established in fifties to teach the
    subject of Physics and Chemistry to newly
    recruited Gram Sevaks who have not studied the
    subject in their Matriculation Exam.
