2Background of the Initiative
- According to art. 4.1(a) of the UNFCCC, all
Parties () shall develop, periodically update,
publish and make available to the Conference of
the Parties () national inventories of
anthropogenic emissions by sources and removal by
sinks of all greenhouse gases not controlled by
the Montreal Protocol (). - Preparation of national GHG inventories is also
an eligibility condition for the participation of
countries in Joint Implementation and Clean
Development Mechanism activities
3Preliminary activities (1999-2003)
- Co-operation among government agencies
responsible for the preparation of air emission
inventories in the northern shore of the
Mediterranean (France, Greece, Italy, Portugal
and Spain) - Main outcomes of the project
- - establishment of an experts network
- - establishment of a web forum
- - development of a know-how about air
emissions in Mediterranean countries
4The MeditAIRaneo Type II Initiative
- This partnerships aims at supporting all
Mediterranean countries in preparing consistent
and reliable GHG inventories to be submitted to
the UNFCCC in order to comply with their
commitments under art. 12 of the Convention.

7Main action lines of the MeditAIRaneo Type II
Initiative
- support to the establishment of National Focal
Points and training of experts in countries which
have never prepared GHG inventories - identification of the main specificities for the
GHG inventories in the Mediterranean area - exchange of information on the above mentioned
topics through a preparatory workshop and the
establishment of a newsgroup on a web-site - identification of national priorities for quality
control procedures, verification, uncertainty
analysis and if necessary guidelines for quality
assurance.
8Expected results of the MeditAIRaneo Type II
Initiative
- This partnerships will assist
- - countries which have never prepared their
initial national communication, or their GHG
inventory (Bosnia and Herzegovina, Cyprus,
Malta, Serbia and Montenegro) in establishing
the data-base and the procedures for the
preparation of the inventory - - other countries, which are currently preparing
their subsequent national communications or
their annual GHG inventories, in improving the
quality and the reliability of their submissions.
