Germany Joey Schaffner, Pestel Institut,
Hannover, Germany Warsaw, 10 May 2006
2Present situation in GermanyCHP 72 PJelt - Who
runs CHP plants
- Not the big utilities like e.on or RWE
- But municipal utilities
- Typically owned (partly) by the city
- Produce electricity and heat and
- Distribute not only district heating but also
gas, electricity and water
3Present situation in GermanyGerman CHP Law
- German CHP Law 2002 (covers period till 2010)
- Official reason of the Law
- Support of cost efficient technology to reduce
CO2 Emissions - The Law contains
- Precise definition of CHP electricity and heat
(German FW 308 in accordance with CEN/CENELEC
Workshop Agreement) - Support mechanism for high efficiency CHP
- Mechanisms to supervise reporting of CHP
electricity production in CHP plants
4Present situation in Germany Support mechanism
total reimbursement (payment to operator of CHP
plant)
5Present situation in Germany bonus due to CHP law
6Supervising ToDo-List for operators of CHP
application
- The application must contain the following
information - Name and coordinates of the operator of the
plant. - Declaration and attest on the moment continuous
operation started. - Public grid, to which the CHP plant is connected.
- Type of the plant.
- Fuels used in the plant and
- Net capacity of the plant.
- A state of the art expertise covering the
technical properties of the plant has to be
prepared. This expertise must follow the rules
set up in FW 308.
7Supervising ToDo-List for operators of
CHPpoints that have to be taken into account
- External controllers are allowed to inspect the
CHP plant and documentation. - The grid operator is allowed to inspect the
metering equipment. - The operator of the CHP plant must pay the costs
to connect the plant to the public grid and for
metering equipment. - Continuous calculation of net electricity
production (metered at the generator minus
electricity consumption of the CHP-plant), of the
CHP net heat production and of the fuel inputs by
operator. - Monthly report of electricity fed into the grid
must be sent to the authority by the grid
operator. - Each year a state of the art document containing
the amount of CHP electricity fed into the grid,
CHP net electricity production, CHP net heat
production and input of fuels must be sent to the
authority and to the grid operator. This document
has to be attested by an officially recognized
auditor.
