Title: Overview of IEC EMC Activity and the Role of the Advisory Committee on EMC ACEC IEC General Meeting

1
Overview of IEC EMC Activity and the Role of the
Advisory Committee on EMC (ACEC)IEC General
MeetingParis, France25 October 2007
  • Hervé Rochereau
  • Member ACEC

2
Outline
  • Electromagnetic Compatibility (EMC) Activity in
    the IEC
  • Role of ACEC
  • Membership
  • IEC Guide 107
  • Overview of Types of IEC EMC Publications
  • ACEC Initiatives

3
EMC Activity in the IEC
  • The electromagnetic compatibility work in the IEC
is split between two different types of
    committees
  • EMC committees (TC 77 and CISPR)
  • Product committees
  • EMC committees prepare basic publications,
generic standards and some product family
    standards for particular product groups
  • Product committees apply the work of the EMC
    committees to their specific products
  • ACEC coordinates all of the EMC work within the
IEC and also coordinates with other
    standardization bodies

4
Role of ACEC - 1
  • Provides advice to the Standardization Management
    Board (SMB)
  • Coordinates the EMC work of IEC committees
  • Coordinates the EMC work of the IEC with other
organizations (e.g. ITU, ISO, OIML, etc.)
  • Identifies market needs in EMC
  • Publicizes the EMC work in the IEC
  • Meets twice each year

5
Role of ACEC - 2
6
ACEC Membership
  • Chairman
  • Radasky (US)
  • Representatives of TC 77 (4) and CISPR (4)
  • TC 77 -- Moehr (DE), Rochereau (FR), Delaballe
    (FR), Ianoz (CH)
  • CISPR -- Kerry (UK), Heirman (US), Wright (UK),
    Verholt (DK)
  • Additional EMC Experts (4)
  • Cheng (CA), De Jaeger (BE), Gehrmann (DE),
    Shibuya (JP)
  • Representatives of product committees which deal
substantially with EMC matters (variable number)
  • Representatives of ITU, ISO, OIML and others

7
IEC Guide 107
  • Title Electromagnetic compatibility -- Guide to
    the drafting of electromagnetic compatibility
    publications, 2nd edition, 1998-01
  • Guide was written by ACEC and approved by the
    National Committees of the IEC
  • IEC Guide 107 is being revised by ACEC to align
with new IEC guidance dealing with horizontal
    standards
  • Describes
  • EMC definitions and basic EMC principles
  • Organization of EMC work in the IEC
  • How to develop and use EMC standards
  • Types of EMC publications

8
EMC Emission Limits
  • Special category of EMC standards
  • Intention is to control sources of EM emission to
establish an acceptable EMC compatibility level
  • CISPR f gt 9 kHz
  • SC 77A f 9 kHz
  • Product committees should reference published
    limits
  • Product committees should not set their own
    emission limits
  • If published limits are not suitable for product
committees, assistance from CISPR or SC 77A
    should be requested

9
Basic EMC Publications
  • Give general and fundamental conditions or rules
for the achievement of EMC -- to be used by
    product committees
  • Provide general information about
  • Terminology
  • Descriptions and classification of the EM
    environment
  • Measurement methods and test techniques
  • May be standards or technical reports
  • Are not dedicated to specific products or
    families
  • Do not include prescribed limits or specific
    performance requirements

10
Generic EMC Standards
  • Apply to products operating in a particular
environment for which no dedicated EMC product
    standards exist
  • Product committees are encouraged to apply these
    generic standards where relevant
  • Provide requirements for emissions and/or
    immunity
  • Reference basic test methods

11
Product or Product Family EMC Standards
  • A product family for EMC covers a group of
    similar products
  • EMC requirements and test procedures are
    specified
  • Basic EMC test methods are applied
  • More precise test performance criteria are
    indicated
  • May be a separate document or a dedicated clause
in a comprehensive product or product family
    standard
  • ACEC should be notified as work begins
  • EMC box should be marked on circulated documents

12
ACEC Initiatives
  • IEC Guide 107 is available at no cost to IEC
participants by downloading - EMC Zone
  • Development of Short guide to IEC Guide 107
  • Summarizes key aspects of IEC Guide 107
  • Developed by ACEC members and produced by the
    Central Office of the IEC
  • Guide can be found in the EMC Zone
  • Development of an EMC product standard review
    procedure
  • Are emission standards being correctly applied?
  • Are immunity test levels consistently applied?

13
ACEC EMC Workshops
  • ACEC has been working to improve communications
    within the IEC concerning Electromagnetic
    Compatibility (EMC)
  • EMC workshops have been held at seven previous
    IEC General Meetings
  • Stockholm (2000), Firenzi (2001), Beijing (2002),
    Montreal (2003), Seoul (2004), Cape Town (2005),
    Berlin (2006)
  • Industry workshops have been organized by ACEC
  • Cuba, China and Iran in 2002
  • Brazil and Argentina in 2003
  • Japan and Malaysia in 2004
  • Vietnam in 2005
  • Honolulu, USA in 2007
  • Planned for Singapore and Romania in 2008

14
What is the IEC EMC Zone?
  • An online resource for experts, non-experts and
    the public
  • Initiative launched at IEC GM in Stockholm 2000
    by ACEC
  • Builds on previous material available to explain
EMC to expert and non-expert audiences
  • Zone was born in June 2002
  • Presentation on the EMC Zone is part of this
    workshop
