Who are Symbia
  • Symbia Ltd is an ISO9001 approved professional
    services company founded in 1994 and working
    across the public and private sectors
  • In the MOD Symbia is engaged with a range of IPTs
    and organisations in the areas of TLM, Whole Life
    Costings, Accruals, Benefits Management,
    Performance Management (Defence Balanced
    Scorecard Application (DBSA)
  • Symbia has developed, with an MOD stakeholder
    group, an eTLM Application in use with a number
    of IPTs with pan-MOD access using the RLI
  • Symbia has been working with the Royal Air Force
    especially in the area of an Output Funding Model
  • Symbia is working with IPTs and Programmes to
    facilitate better TLM Maturity

  • Through Life Management is a robust way of
    working to deliver Equipment Capability.
  • A key element of TLM is the production and use of
    a Through Life Management Plan (TLMP) which
    enables the IPT, Customers and Stakeholders to
    demonstrate a Through Life Management approach.

  • Whole-Life Costing (WLC)
  • Continuous process of forecasting, recording, and
    managing costs throughout life of an equipment
    with specific aim of optimising its whole-life
    costs and military output.
  • Cost of Ownership (COO)
  • Represents the resources consumed directly in
    procurement, operation, training, support and
    maintenance of military equipment at all stages
    of its life.
  • COO is the costed element of the TLMP, but
    things are changing.....

How does the MOD measure progress
  • The TLM Maturity Model is a behavioural model.
  • A tool for IPT self-assessment and continuous
    improvement.
  • Maturity Model, in conjunction with the Maturity
    Assessment Tool, used for gap analysis, action
    planning, improving and maintaining standard.
  • TLM team use it as the focus for development work
    with IPTs and Stakeholders.
  • Targets have been placed on IPTs to maintain a
    costed TLMP and to achieve TLM Maturity Level 4.
  • Supports assurance process for projects going
    before the IAB.

  • Whole life outlook from the point that ECC
    identifies the capability gap and continuing up
    to final disposal
  • Whole system outlook taking a integrated
    approach to delivering all of the components of
    Military Capability, not just the Equipment
  • Managing the Whole Life Costs of capability.
    Ensuring investment decisions take full account
    of the longer term implications of acquisition -
    operating, supporting, maintaining and disposing
    of equipment
  • Proactive involvement of stakeholders
    throughout the process. Being realistic about
    what can be affordably achieved and agreeing this
    with the customers and other stakeholders
  • Having a realistic, costed, whole life plan -
    the Through Life Management Plan - and
    maintaining this throughout the lifecycle
  • Better informed decision making, through the use
    of the TLMP
  • Building all of these characteristics into IPT

Challenges
  • Through Life Finance (TLF)
  • Current process and system for costing TLMPs has
    been challenged (cost v benefit, accuracy of data
    etc)
  • TLF Team currently defining new process, but it
    will not involve an annual collection and will be
    conducted in support of decision making.
  • Cost of Ownership is being replaced by a new
    process.
  • Through Life Management Standard
  • TLM Team are trialling the introduction of a TLM
    Standard that approximately equates to L4 TLM
    Maturity.
  • Aim is to simplify, allow quicker progress and to
    allow greater alignment with project assurance
    (Maturity Model is targeted at IPT and not
    project level).

    strategies that seek to achieve better
    availability or performance at the front line and
    better value for money through improved support
    solutions and a more integrated approach to
    technology insertion, updates and upgrades
    through life.
