  • Karst river, goes underground in the town of
    Ogulin and forms the longest subterranean cave
    system in Croatia with a length of gt16 km
  • It emerges again near Gojak and enters a high
    canyon, full of rapids and beautiful waterfalls
  • thanks to the inaccessible canyon, the Dobra has
    stayed clean and unspoiled

But... preparatory works for the construction of
a dam for HPP Lece at the end of the canyon are
underway!

Because of that we will lose forever
one of the most beautiful river canyons in
Croatia!

A 52 m high dam will flood the canyon part of the
River Dobra for 13 km, and transform it into a
deep and cold reservoir

This bridge, for instance, will be on the bottom
of the reservoir!

And the whole river ecosystem will be completely
destroyed!

Price? A real bargain 67 000 000 Euros!

For instance, this small amount of electricity
could be gained by improving and reconstructing
the transmission and distribution system.

Is it worth spoiling an impressive canyon, just
to top up the electricity thats already leaking
because of the old technology and losses in the
transmission and distribution system?

Value of the lower Dobra canyon
BIODIVERSITY
The cliffs of the canyon, which are 80 m high,
are a habitat for many animal and plant species.

The canyon hides many species of invertebrates,
some of them probably not yet identified.
And it is a habitat for many vertebrate species
like dippers, kingfishers, redshanks, otters

36 fish species live here and 19 are listed in
the Red Book (2006) among them the Danube salmon
(Hucho hucho) a threatened species in Croatia
and Europe.
This part of the waterflow is one of the last
breeding sites of the Danube salmon in Croatia.
The dam will disable its migration, and the
reservoir will flood the suitable spots for
hatching.

  • The Ogulin area is bountiful with subterranean
    systems which are inhabited by rare and endemic

  • Proteus anguinus Istrian olm (vulnerable
    species)
  • Eunapius subterraneus cave sponge unique in the
    world
  • (threatened)
  • Troglocaris intermedia cave prawn (threatened)
  • Velkovrhia enigmatica cave hydrozoan unique in
    the world
  • (threatened)
  • Marifugia cavatica cave tube-worm (vulnerable)
  • Monolistra caeca meridionalis cave pill-bug
  • Myotis capaccinii long-fingered bat
    (threatened)
  • The Karst Waters Institute, West Virginia, USA,
    proclaimed whole Ogulin area as one of ten most
    threatened karst ecosystems in the world in 2003.
  • By flooding the canyon of the lower Dobra, 10
    caves will be submerged and many subterranean
    habitats will be destroyed!

The Dobra is the best river for rafting in
Croatia!
TOURISM
It is a bright spot in the otherwise sparse
tourist attractions of Karlovac county

The EIA of HPP Lece was made in the 80s when
the standards for nature protection were
significantly lower.
The construction of HPP Lece is breaking many
international conventions, signed in the meantime

  • EU Water Framework Directive
  • The Dobra is listed in the preliminary National
    ecological network (CRO-NEN) and proposed for
    Natura 2000
  • It was planned to be protected as a Protected
    landscape by the Strategy of spatial planning of
    Croatia,1997

An interesting fact is that the EIA can not be
found, even through the authorities. The
respective Ministry does not have a copy either.

Karst basin
this karst porous basin will deteriorate with
the huge amounts of construction material needed
to fill in all holes in the terrain. This special
requirement brings this projects cost-benefit
analysis into question.

Taking the projects size and (incomplete!)
analysis of its impact on the environment into
consideration, a new EIA is more than required.
