  • Ties future mitigation funding to cities,
    counties, and special districts having Local
    Hazard Mitigation Plans completed

Why Do a Repair and
Reconstruction Ordinance?

You want to maximize the likelihood that you as
much money as you can from FEMA to repair local
government buildings. The 1989 Oakland Case
(plus 1994) thus new requirements
  • NOT be a disaster ordinance.

  • Best if actually used pre-event (showing
    enforcement of this type of provisions)
