History and Strategy
  • Background
  • The state of Arizona has for many years
    recognized the need for a common licensing
    solution as a means of optimizing business
    functions for Arizonas licensing and regulatory
    agencies
  • In the past we have looked at ways in which to
    provide an enterprise licensing solution in an
    attempt to reduce costs while still meeting the
    needs of the agencies regardless of their size or
    client transaction volumes
  • However, in the face of tight budgets, the
    implementation of a common system either
    centrally hosted or distributed for individual
    agency use, had proven to be cost prohibitive.

  • E-Licensing Task Team, Q4 04
  • Formed by Directors of GITA and Commerce to
    research and recommend an E-Licensing alternative
    for Arizona agencies
  • Comprised of policy advisors from Governor Janet
    Napolitanos office and management staff from the
    departments of Commerce, Administration and the
    Government Information Technology Agency and
  • Michael Coles from the Small Business Council

  • E-Licensing Task Team Actions, Q1 Q2 05
  • Interviewed Executive Directors of licensing
    agencies to ascertain common requirements
  • Prepared a matrix of these requirements and
    submitted these to 6 vendors
  • Vendors came to Phoenix to demonstrate their
    offerings
  • Vendors provided non-binding cost estimates
  • Information was analyzed, and GITA Director
    Cummiskey in consultation with various
    stakeholders made a determination as to strategy.

  • It was determined that solutions offered by the
    major vendors would be cost prohibitive
  • GITA chose to implement the automated Common
    Licensing System, through the Arizona _at_ Your
    Service Web Portal
  • The portals revenue model is designed to offset
    development and operations costs associated with
    E-government initiatives
  • To remedy the cost constraints associated with an
    E-licensing service, the development and hosting
    fees for the Common Licensing System would be
    underwritten by the Portal thus no charge to
    the agency.

  • Targeted Strategy - Simple Common Online
    Licensing Renewal System (SCOLRS)
  • GITA is targeting the 90/10 agencies as
    prospects for implementation and agencies having
    limited, or antiquated back office capability
  • Subsequent phases will support initial
    registrations, and enhanced back office services
    (e.g. docket management, complaint tracking,
    etc.)
  • We anticipate 10-20 agencies adopting this
    service by the end of 2006.

  • Licensing management functions performed by most
    90/10 agencies can be facilitated through a
    simple set of common business functions.

  • Objective
  • In addition to Common Licensing, the portal
    will continue to expand its presence in license
    renewal for larger cabinet level agencies
  • Designed for agencies with existing back-office
    license management systems, but lack a user
    facing e-commerce capability.

    Realtors (ADRE) and Contractors (ROC)
  • Under development Renewals for Insurance
    Professionals (DOI) and special licensing of
    Midwives, Audiologists, Speech Pathologists and
    Hearing Aid Dispensers (DHS).
