- Adopted in 1981
- Complied with US Federal Motor Standards
- Effective for all 1981 model vehicles and
trailers manufactured in the U.S. or imported - The current 17 VIN is now the global standard
817 Character VIN
- Identifies individual motor vehicles and deters
theft and fraud. - Systems already in place to manage 17 HIN.
- National Crime Information Center (NCIC) accepts
up to 20 characters.
917 Character VIN
- The stolen motor vehicle recovery rate is over
64 with the 17 character VIN. - The stolen boat recovery rate is less than 26
with the 12 character HIN.
1017 HIN
- National Marine Manufacturers Association (NMMA)
and other manufacturers already have the system
in place. - Polaris, Yamaha, Kawasaki and Honda produce
snowmobiles, ATVs and motorcycles which generate
a 17-VIN.

17Vessel Identification System
- Public Law 100-710 dictates USCG be responsible
for establishing National VIS that utilizes a
unique identification number (Unsuccessful for 16
years) - IAMI, NASBLA and the International Association of
Auto Theft Investigators (IAATI) proposed 17 HIN
format
18Vessel Identification System
- Primary function of VIS is a tracking system with
each vessels identification number serving like
a VIN. - From Maritime Domain Awareness System, VIS will
increase Port Security and safety on our
waterways.
1933 CFR 174.19 State Numbering and Casualty
Reporting System
- Requires 7 fields to be on a certificate, but VIS
allows those fields to be omitted if HIN captures
information - Only the 17 HIN format will do this.
20Vessel Numbering Titling
- VIS will provide federal, state and local law
enforcement personnel with access to information
on the 13 million registered recreational
vessels in the United States. - USCGs Office of Boating Safety wants to improve
and update the Standard Numbering System (SNS) by
aligning terminology in the SNS, BARD and VIS.
21Homeland Security
- Without proper vessel description, ID can be
erroneous, affecting officer safety. - Stolen vessels are easily overlooked by
authorities. - U.S. Customs cannot positively identify vessels
in shipping due to a lack of proper ID via a
descriptive HIN. - Global problem as well as a Homeland Security
issue.
22Homeland Security
- A 17 VIN was critical in catching perpetrators of
first World Trade Center bombing and Oklahoma
City Bombing. - National Boating Safety Advisory Council (NBSAC)
has directed USCG to proceed with implementation
of 17 HIN to increase homeland security efforts.
23Support for the 17 HIN
- Sea Ray, Boston Whaler, and Four Winns Boat
Manufacturers have sent letters of support to the
USCG - NBSAC, as a national advisory council made up of
7 public, 7 state and 7 industry members,
unanimously supported the 17 HIN by passing the
resolutions.
24HOW WE GOT HERE
- Proposed format (12 5) was discussed at 2004
NASBLA Conference in Tennessee. - Stakeholders convened in September 2006 to
determine cost and benefits. - The USCG was urged to conduct independent study,
rather than a survey.
25NMMA Suggestions
- Implement new HIN format over 10-year period
- Ensure format is the least costly for industry
(125) - Conduct pilot project
- Establish web-based system to calculate HIN
including the check digit to reduce cost and keep
errors to a minimum. - IAMI and NASBLA support these proposals.
26National Insurance Crime Bureau (NICB) Comments
- Current HIN encourages fraudulent insurance
claims, which total over 80 million annually. - NICB supports USCG and Maritime Transportation
Subcommittee for mandate of 17 character HIN,
but NICB believes issue will not be resolved
without Congressional oversight. - NICB can assist boat manufacturers in setting up
computer programs for 17 HIN. - NICB is partnering with boat manufacturers to
provide data bank for vessels.
27International Association of Auto Theft
Investigators (IAATI) Comments
- IAATI passed resolutions in support of 17 HIN
- IAATI represents more than 4100 members in over
40 nations including law enforcement, insurance
industry and manufacturers.
28National/International/Global
- Builders in 70 countries, including the U.S.,
have adopted standards for the 17 VIN, as well as
the 12 HIN. - If USCG were to establish the 17 HIN, ISO would
follow suit as well as the EU.
29National/International/Global
- ISO has embraced the 17 VIN for vehicles and
trailers it should not be any different with
vessels. - AQUAPOL (12 EU countries marine police
organization) is moving to change to an EU
unified registration system. - EU considering implementation of a 17 character
HIN that will capture boat type, boat length,
hull material and propulsion type. - Europe could now be in the forefront to lead the
way in initiating the change to a standardized 17
HIN system.

Transportation (ICOSIT)
- ICOSIT urged Italian Commission to adopt 17 HIN
as standard.
31Latin and South America
- Organization of American States wrote draft model
act for vessel ID with 13 HIN. - 13 HIN would have MIC, serial number, year of
manufacture, length, type of material,
propulsion, type of boat and a check digit
