What is a Position ?

• Box on the organization chart
• Not the job or the person in the job
• Budget
• Position budget is the Finance aspect
• What feeds to the Operating Ledger

What is Position Control?

• Means that every position must have adequate
  budgeted dollars identified in its associated
  labor distribution
• All positions will be budgeted during the annual
  budgeting process using Banner Budget Planner
• Includes vacant positions and pooled positions
• Includes incentive pay SACs, UNM Medical Group
  incentives

What is Position Control cont.

• Approval will be required prior to starting the
  recruitment process for a new hire
• Office of Planning, Budget, and Analysis for
  unrestricted funds
• Contracts and Grants for restricted funds
• What if someone is hired and offered a job salary
  greater than the position budget?
• Hiring department will need to be pro-active to
  notify OPBA and process necessary budget revision
• In July, job will reject if position budget is
  less than job salary

• Ongoing review of all HR transactions that have
  financial impact on budget
• Most can be accomplished via a post-transaction
  review
• Labor distributions and redistributions
• Career ladder completions, upgrades, promotions
