1
  • PRESENTATION ON THE DEVELOPMENT AND THE
    IMPLEMENTATION OF THE NEW GENERATION
    CORRECTIONAL FACILITY PROTOTYPES
  • Department of Correctional Services
  • 17 September 2002

2
1. THE OBJECTIVES
  • 1.1. STRATEGIC PLAN
  • 1.2. OPERATIONAL OBJECTIVES
  • 1.3. BUDGETARY OBJECTIVES

3
INTRODUCTION
  • The concepts utilized in the development of the
    New Generation prototype correctional facility
    have included
  • Unit Management
  • Direct Supervision
  • Communal Cells
  • The prototypes as developed were guided by the
need to enhance the facilitys potential for
rehabilitation while maintaining a high level of
    security by design

4
  • The concept as developed incorporate all the
    recognized standard for humane incarceration.
  • The designs reflect detailed space norms and
    standards incorporating recognized standards and
    local conditions
  • The design concepts have been developed
  • (a) To achieve low Life-Cycle-Costing
  • (b) To permit a variety of procurement methods
  • (c) To permit rapid expeditious construction
  • (d) To maintain a high level of security by
    design
