INTRODUCTION
Introduction Background

• The Public Service Commissions SOPS reports are
  a series of high level annual oversight reports
  providing an overview on the performance of the
  Public Service.
• Performance is assessed against the 9
  Constitutional values and principles of public
  administration
• The reports are based on the oversight work of
  the PSC, but also draw on other research.
• Each edition is also based on a specific theme,
  and the theme for the current edition is The
  State of Readiness of the Public Service for 2010
  Beyond

• Monitoring and Evaluation
• Government planning and response times,
  accessibility
• Resources (HR, financial, planning) insufficient
  to adhere to norms

• PM
• Quality of PM not adequate
• Need for Customized PM
• Planning and long term planning

• User friendly forms and cultural sensitivity e.g.

• EMS is an Intermediary service between community
  and DoH
• Not sufficient/minimum skills

• Delegation of HR are insufficient

• Between Departments
• PPP in emergency services function
• Collaboration between all three spheres of
  government esp. local government
• Opportunity for services around host cities being
  improved for 2010,
• Short term investment
• What about rural under resourced areas?

Public Private Partnerships

• Public sector and private service providers with
  outsourcing as a short term solution.
• Long-term evaluation of the PPP to inform future
  plans
• Progress beyond 2010? Need for evaluation

• PPP as opportunity for training

Recommendations

• Improvement of Responsiveness , Efficiency
• Coverage need to be increased
• Effectiveness (quality, and long the impact of
  OSD on EMS improvement)
• EMS as an indicator of performance
• Consider impact of long term OSD i.t.o. training,
  recruiting of professionals, and service quality
  (PSC to investigate this further)
• Communication around emergency services to be
  prioritized
