Why Have A Framework? CLG thinking In Spring 2006
  • Need to move away from processes inputs to a
    focus on outcomes
  • Concern that they need to be better able to
    demonstrate what the public investment in SP
    really delivers, both nationally and locally and
    for individuals
  • Agreement on the need for a consistent approach
    across authorities
  • National Outcomes Framework needs to measure SP
    contributions to wider government objectives

How Has The Framework Been Developed?
  • CLG Outcomes Working Group set up May 2006
    includes AA reps from each region providers
    dialogue with ERoSH
  • Outcomes framework begins to take shape is
    modelled on the 5 high level outcomes from Dfes
    Every Child Matters Programme
  • Key principle which underpins CLG approach is
    that each service user will have a needs based
    support plan in place

The Five High Level Outcomes
  • Overarching SP Outcome is Supporting Enabling
    Independence.
  • Five outcome domains
  • Achieve economic well being
  • Enjoying and achieving
  • Be healthy
  • Stay safe
  • Make a positive contribution

Approach For Long-Term Services
  • Outcomes information to be completed once a year
    as part of a review of the support plan
  • Will be sampling approach - details yet to be
    finalised but currently thinking of 5 older
    peoples services 50 other client groups
  • Pilot has been completed but results yet to be
    analysed
  • Implementation during Summer 2007

Where Will The Outcomes Framework Fit In The
Longer Term?
  • Central Government currently agreeing new
    National Set of Public Service Agreements their
    Indicators
  • Huge reduction in terms of number of indicators
  • Crucial that SP is included as an indicator as
    this is the mechanism to be part of the new Local
    Government Performance Framework
  • If SP is included, this means the continued use
    of the existing KPIs
  • Outcomes data is intended to underpin the
    existing KPIs within the framework

What about the ERoSH Self Assessment Tool?
  • The CLG Outcomes tool relies on the support plan
    but is completed by the provider
  • It is consistent with outcomes data being
    collected for short-term services
  • It is designed to capture data for a range of
    client groups, including people of working age
  • On its own, many in the sheltered sector are
    concerned that it does not pick up the key
    outcomes that sheltered housing services deliver

So where does the ERoSH Tool fit in?
  • CLG supported its development and wish to promote
    its use as good practice for tenant surveys
  • It can supplement the Outcomes Framework
  • In can be used as part of contract monitoring to
    enable authorities to validate the effectiveness
    of services and receive tenant feedback
  • It captures information specific to sheltered
    housing that is missed by the national framework
    can help evidence strategic relevance locally

The Context For Outcomes Information
  • Important to view Outcomes information in the
    wider context of overall value for money
  • Need to consider it alongside cost, quality,
    strategic relevance, performance and service
    user stakeholder views
  • National basket of indicators also being
    developed may enable a more client specific
    approach
  • Local service specific indicators may also be
    agreed as part of contract monitoring (although
    CLG urging LAs to minimize bureaucracy)

Where Do We Go From Here?
  • All the authorities in the SE Region signed up to
    using the Framework
  • Will probably be written into contracts will
    need to be some form of audit trail for
    validation purposes
  • CLG have been running training events your
    local authority may be willing to supplement this
  • There will be some changes to the draft form for
    long-term services following the pilot but over
    to Viv for how its worked in practice
