Step 1 Introduction
  • A bill is introduced in either the House or the
    Senate

Step 2 Committee Action
  • The bill is referred to a Committee to hold
    hearings, make changes, and recommend passage of
    the bill

Step 3 Floor Action
  • All bills must go through both the House and
    Senate before reaching the president.
  • The House and Senate both hold debates and have
    a vote to pass the bill
  • House and Senate members meet together to make
    compromises on the bill.
  • Both the House and Senate must approve the
    compromise.

Step 4 Enactment into Law
  • President signs the bill in to law.
  • Or
  • President vetoes the bill and sends it back to
    the original house
  • Both houses must revote with a 2/3 majority to
    override a veto.
