Turkey is among the countries that supported
efforts to reduce the affects of climate changes
by both its Non-Governmental Organizations and
its state. The country has put its signature
under international agreements within this
framework. Turkey has signed the United Nations
Framework Convention on Climate Changes on May,
24, 2004. Turkish National Assembly has approved
a Law Draft foreseeing Turkeys adoption of a
participation in the Kyoto Protocl on Feb, 5,
2009 as a part of the UN Framework Convention.
Turkeys national view that was revealed at the
National Climate Change Strategy Document aims at
being a country that integrated climate change
policies into development policies, focusing on
clean and renewable energy sources, supporting
combat against climate changes actively and
providing low carbon mass to its people as well
as high welfare level. In our study we would
introduce the existing situation of climate
change in Turkey an OR-KOOP.

When compared to all of Annex 1 Countries that
aims at reducing numerical greenhouse gas and
majority of non-Annex 1 Countries, Turkey has a
lower welfare level in terms of the gross
domestic product. Turkeys industrilization
level has not reach to a comparable level to the
OECD and Annex 1 Countries, yet.   Most common
natural disasters seen in Turkey are hail, flood,
frost, forest fires, drought, heavy rains and
snows, blasts, lightning, avalanche, snow and
storm.

  • EFFECT OF CLIMATE CHANGES ON AGRICULTURE AND
    FORESTRY
  • Turkey is located in a large climate region known
    as Mediterranean at the west part of the
    continents of subtropical zone.
  • Various sub-climate types are seen in Turkey
    surrounded by seas at its three borders and
    having appoximately 1100 m height.
  • This variety of climate types are linked to
    Turkeys location in a transition zone inwhich
    various pressure systems and weather types could
    be observed throughout the year.
  • Complexity of national features of the country
    and geographic factors such can be added to the
    factors mentioned above.
  • Turkey is among the risk group in terms of
    potential effects of global warming and is
    subject to harms such as especially decrease in
    water sources, forest fires, drought and
    desertification.

  • STRUCTURE OF OR-KOOP
  • Central Union of Turkish Forestry Cooperatives
    (OR-KOOP) is a Labor Cooperative.
  •  OR-KOOP is the democratic and broad-based
    organized power of forestry villagers working in
    an effort to provide forestry villagers to get a
    fair share from the national income to develop
    and widen the forests of Turkey and to play the
    role of a leader availing forestry villagers to
    have more social rights as well as carrying out
    training activities and public awareness
    programs.
  • OR-KOOP Central Union maintains its development
    as a democratic public movement as well as being
    the foresty villagers economic and social rights
    advocate.
  • OR-KOOP was legally founded by seven (7) Regional
    Union of Forestry Cooperatives on 07/11/1997.
  • According to the results of 2008 census, there
    are 7.071. 671 people living in 21.226 forest
    villages in our country.
  • 2.285.000 of this figure are living inside the
    forest while the rest lives in villages located
    near the forests.

This is the 11 percent of the total population of
the country and equals to the 34 percent of those
living in rural areas. According to the figures
updated in April 2009, there are 2.439 primary
cooperatives affiliated to the 27 regional unions
and 306.728 members of OR-KOOP. 1.519 member
cooperatives and its 181.132 members are carrying
out 70 percent of Turkeys chopping, dragging and
transporting work of forestry products. 99
percent of forests and forestry lands where
mainly the forest villagers are living are owned
by the state and power and responsibility of
protection, administration and organization of
forests were given to the State Forestry
Organization. OR-KOOPs members deals with
agricultural and husbandry production as well as
carrying out forestry activities. OR-KOOP plans
to carry out a number of projects in the national
level with its members and other cooperatives
active in the country. Prepares its members and
cooparatives for the effects that may occur due
to climate changes by considering the natural
disasters experienced in our country.

PERSPECTIVE OF OR-KOOP Climate changes that occur
due to global warming harms agricultural and
forestry lands which is the most important income
sources of people living in rural areas. Farmers
and villagers at the verge of losing their most
important income source. When gradually shrinking
production sources against the increasing world
population considered, the importance of the
issue becomes more clear. The issue went far
beyond being a national problem and became a
worldwide issue. As a matter of fact, the issue
was discussed during the Climate Change Summit
participated by world leaders on Sept. 22, 2009
in New York and in his speech, UN Secretary
General emphasized that whole world has the
responsibility of the protection from the effects
of disasters that may occur due to climate
changes and all countries should act in harmony
within this framework.

  • OR-KOOP is aware of the harm of climate change on
    agriculture and forestry sectors.
  • Within this framework
  • It prioritizes training of its members in the
    projects implemented by the organization,
  • Supports the development of alternative
    production sources,
  • Works in an effort to increase the fertility of
    agricutural production,
  • Values production in harmony with nature and
    environment,
  • Supports sustainable agricultural and forestry
    production,
  • Provides training to its members about forestry
    production,
  • Gives special importance to non-wood production
    sources in order to reduce the pressure on
    forests,
  • Carries out activities in an effort to increase
    environment and forest senstivity in the country,
  • Implements projects and carries out efforts to
    raise awareness of its members and public on
    climate changes within this framework,
  • Supports development in the production techniques
    aiming at reducing the effects of climate
    changes,

  • Takes part in the initiatives that are priotizing
    policies aiming at eliminating the elements that
    cause climate changes,
  • Takes an active role in the protection of natural
    flora and in combat against the misusage of
    agricultural and forestry lands,
  • Efforts to combat climate changes will be
    succesful by the close cooperation of official
    and non-governmental organizations,
  • Due this fact, OR-KOOP carries out activities in
    close cooperation with related institutions in
    the country,
  • Similar cooperations should be expanded in the
    international level.
  • OR-KOOP expects closer cooperation among the
    organizations that are under the roof of ICA-ICAO
    and implement active activities within this
    framework.

CONCLUSION World must go through a serious policy
change about climate changes. However, this
policy change should not become a tool of
oppression that can be used against developing or
underdeveloped countries. These changes should
require measures that provides development in
these countries. To provide contribution of all
countries can be possible only by bringing
humanitarian emotions into the foreground.
Countries holding economic power should use their
power by considering these points. The fact that
climate changes do not have borders should not be
neglected. We must not neglect the fact that
atmosphere is the roof of this planet and all
countries in the world live under this same roof.
All countries should join forces. Or else, this
roof would fall on all these countries and the
whole world would suffer.
