Background
  • The Uganda Government in 2004 through the
    Ministry of Local Government with the aim of
    ensuring that all data needs are met and all the
    planning and decision making in Local Governments
    (decentralised) are based on accurate, timely and
    reliable information, installed and implemented
    the Local Government Information and
    Communication System (LoGICS) .
  • LoGICS is a computerized system for monitoring
    the performance of LGs.

Background
  • LoGICS is being used as an enabler in meeting the
    Minimum Conditions and Performance Measures of
    LGs and it is the e-Government application that
    has been chosen for developing national output
    and outcome indicators along the e-Government
    domains of e-administration, e-services and
    e-citizen, and e-society.
  • Areas covered by LoGICS include service delivery,
    area profile, compliance inspection, resource
    usage and availability, activity planning and
    completion.
  • 3 databases, at the district, MOLC inspection
    database and a Resource Centre for all the
    district databases.

Background
  • Since its implementation there has not been a
    comprehensive study to appreciate the benefits of
    this system, however the limited studies that
    have been carried out to determine the impact of
    the system and how the same can be improved
    identified the following deficiencies
  • multiplicity of information systems in the Local
    Governments
  • inadequate capacity of ICT skills at the Local
    Governments to handle information systems
  • limited ICT infrastructure
  • inadequate LoGICS rollout and follow up by the
    parent Ministry
  • inadequate and erratic power supply

  • Thus the need to address these deficiencies if
    the benefits of LoGICS have to be

Significance of Study
  • The purpose of the study is to address the
    identified problems with a view to
  • determine the impact of LoGICS in Local
    Governments
  • document benefits and deficiencies in the System
    and
  • make recommendations accordingly

Methodology
  • The quantitative study approach shall be adopted
    based on the methodological framework (Table 4).
    Data inputs will come from the LG Officials, LG
    Associations and related documented literature
    and Studies conducted.
  • Two districts of Kayunga in Central Uganda and
    Mbale in Eastern Uganda have been selected for
    the study. The former is a newly created
    district, rural in setting with low level of
    infrastructure and the latter is an old and
    established district with developed
    infrastructure and a little more developed and
    has the advantage of both urban and rural
    placement. Thus uniqueness in deficiencies and
    realizing of the benefits of LoGICS is envisaged.

Methodology
  • Data Collection and Analysis
  • The method of data collection will be conducted
    using questionnaires, and interviews with the
    Local Government and Association Officials ( and
    beneficiaries.
  • The collected data will be analyzed using
    appropriate statistical techniques.

Time Frame
  • Two months is proposed to complete the data
    collection, conduct data analysis, produce the
    draft report and conduct the stakeholders
    workshop.
  • Literature has been done
  • Draft data collection tools are in place. The
    tools seek information on effectiveness of the
    system in relation to resource allocation,
    transparency, participation, responsiveness,
    equity, benefits, challenges and improvements
    needed.
