  • Over 410 million was wagered on all forms of
    charitable gaming in New York State in 2003
  • Charities profited over 76 million
  • 291 million was wagered on Bell Jar tickets in
    2003
  • 115 million was wagered on Bingo in 2003

  • New alphabetized list to clarify ambiguities and
    properly convey certain concepts

Bonus Prizes
  • Must be articulated on the license and in the
    program
  • Must be based on specific pattern or card
  • Bonus prizes cannot result in an excess of the
    1,000 single prize limit or the 3,000 series
    prize limit

Progressive Carryover
  • Unless it is Early Bird or Share-the-Wealth
  • Cannot exceed 1,000 or cause the series
    of prizes to exceed 3,000
  • Number of calls may be increased by one each week

House Rules
  • Required Every Org. must have them
  • Must be in the Program
  • Must be prominently displayed
  • Must be audibly announced

Admission
  • No person can enter a bingo hall without
    purchasing an admission card or cards
  • Standard admission card must be included in the
    package
  • Cannot be required to buy anything other than an
    admission card
  • Cannot play more than one admission card

Selection of face cards
  • No longer required to sell cards face down, but
    players are prohibited from selecting cards or
    their choice
  • Must sell the top package

Time for Selling
  • Cannot sell regular or special cards after the
    completion of the scheduled game marking the
    half-way point in an occasion except jackpots
  • Example 4 3 part games
  • Cant sell after 2nd 3-part game
  • Jackpot and Supercard can be sold after the
    half-way point and Share-the-Wealth is still
    subject to the 10 minute rule

Price
  • Packages must have assigned prices for the entire
    occasion
  • Can be changed for other occasions
  • Cannot sell a single opportunity unless it
    corresponds with another in a package
  • And must be readily distinguishable

Multiple Winners
  • If one player wins 2 parts of a multiple part
    game at the same time they get both prizes and
    the organization does not have to require an
    additional ball be drawn
  • If you want to require an additional ball it HAS
    to be a House Rule
  • If the player wins the second part before the
    first part the player shall be awarded the prize
    scheduled for the pattern

  • Player Select U-Pik-Em
  • Pre-Drawn (Bonanza)
  • Quick Bingo California, Tic-Tac Dough
  • Tri-Color (Red, White and Blue)

Player Select Game
  • Commonly known as U-Pik-Em
  • Player purchases a blank card prior to the game
  • Player enters the numbers of their choice
  • Prizes are awarded to the players whose selected
    numbers match the numbers drawn by the
    operator

Pre-Drawn Bingo
  • Commonly known as Bonanza Bingo and Casino Bingo
  • Can only use Board approved rip-open or sealed
    special opportunities
  • The player cannot see the numbers because the
    card is sealed
  • Player tears perforated edges to break-open the
    card
  • Cannot be exchanged

Quick Bingo
  • Also known as California, Tic-Tac Dough
  • Played in conjunction with another scheduled game
  • Must use Board approved break-open or sealed
    special opportunities
  • Cannot be exchanged

Tri-Color Bingo Game
  • Three different colored face cards Each color
    is a different prize
  • Must be Board approved opportunities
  • Can be Early Bird or fixed amounts per color

Lawful Expenditures
  • Consistent with Games of Chance Provision
  • Section 5821.18
  • Expenditures must be consistent with the lawful
    purpose of the organization
  • Certain expenditures require prior written
    approval Be aware of those expenditures

Veterans Exceptions
  • Veterans groups can spend gaming proceeds on
    items listed in the following sections ONLY if
    the expenditure is in strict compliance with its
    own charter and bylaws and approved by a vote of
    the general membership

Financial Report to Membership
  • Section 5821.15
  • Must be done at least once a month to general
    membership for bingo and games of chance
    activities
  • For bingo must report gross receipts, amount of
    prizes paid, net profit (loss)
  • All bank books, deposit slips, bank statements,
    checkingaccounts must be available and open to
    inspection by members
  • Auxiliaries must also file a report with the
    parent organization
  • Report should be included in the minutes

Bell Jar Ticket Retention
  • Winning tickets 6 months
  • Unsold tickets 1 year
  • A deal can be pulled from play as long as 75 of
    the total prizes have been awarded
  • No longer required to store tickets in original
    box
  • Suggestion Package each deal in a clear plastic
    bag with the flare and keep one box per quarter
