Why was the ISEC Programme created and who
manages it?
  • General context
  • In 1999, the European Council reaffirmed the
    priority of developing the area of freedom,
    security and justice and particularly of
    protecting citizens from various criminal
    activities (The Hague Programme 2004, the
    declarations on terrorism of September 2001 and
    March 2004).
  • Crime has no borders - A clear need at EU level
    to strengthened the cooperation between police
    and other law enforcement agencies by improving
    the mutual understanding and trust between the
    police, judicial, legal and administrative
    systems.
  • On 12 February 2007, the Council of the European
    Union adopted the specific Programme Prevention
    of and Fight against Crime, ISEC for the period
    2007-2013 with a budget amounting to ca. 600
    million .
  • Implementing actors
  • The European Commission Directorate General JLS-
    Directorate F- Security in accordance with the
    Financial Regulations assisted by a committee,
    composed of representatives of the Member States
  • At the moment 326 running projects funded from
    the ISEC Programme

What are the themes of the ISEC Programme ?
  • General objective
  • The Programme shall contribute to a high level
    of security for citizens by preventing and
    combating crime, organised or otherwise, in
    particular terrorism, trafficking in persons and
    offences against children, illicit drug and arms
    trafficking, corruption and fraud.

How is the ISEC Programme structured ?
  • Several Call for Proposals are launched every
    year
  • Action grants- transnational project involving at
    least 2 Member States, national project with
    potential of transferability at EU level
  • Operating grants- NGOs with an European dimension
  • Action grants- for Framework partners- selected
    authorities

Who can participate ?
  • The Programme is destined for law enforcement
    agencies, other public and/or private bodies,
    actors and institutions, including local,
    regional and national authorities, social
    partners, universities, statistical offices,
    non-governmental organisations, public-private
    partnerships and relevant international bodies.
  • Access to the Programme is open to bodies and
    organisations with legal personality established
    in the EU Member States.
  • Bodies and organisations which are profit
    oriented shall have access to grants only in
    conjunction with non profit oriented or state
    organisations.
  • Non- EU countries and international organisations
    may participate as associated partners on a non
    cost basis but are not permitted to submit
    projects.

  • Funding conditions
  • The maximum rate of EU co-financing is 80 of
    the total eligible costs of the project.
  • Minimum grant 80.000
  • Starting date Projects cannot be already
    completed and should be scheduled to start not
    before the signature of the grant agreement
  • Maximum duration of projects is 3 years

partnerships in the field of identification and
support of children victims and at risk of
trafficking in Europe grant awarded 336.518,00

trafficking in human beings, including comparable
