• Treaty of Versailles created many problems
• especially re Germany (armed forces reduced, no
  German troops in Rhineland, war guilt clause,
  reparations of 33 billion, lost colonies and
  other border territories, set up the hated Weimar
  Republic govt, did nothing to prevent economic
  problems and unemployment)
• Dictators rose to power in Europe
• Mussolini, Stalin, Hitler, Franco all seized upon
  opportunities presented by post-war conditions
• similar story in Japan, too, as military took over

• League of Nations very weak ineffective
• sent representatives to Manchuria to investigate
  Japanese actions, wrote a report
• did not challenge Germanys military buildup,
  sending of troops into Rhineland, or Rome-Berlin
  Axis Pact
• responded to Italian invasion of Ethiopia with an
  ineffective economic boycott
