The UNs wake-up call
  • On 19 August 2003, a vehicle bomb destroyed the
    Canal Hotel in Baghdad, killing 19 staff members
    and injuring many others
  • Following this and other incidents, all UN staff
    were withdrawn from Iraq
  • Several inquiries were launched

  • UNIFIED The existing security structures of
    the Secretariatshould be amalgamated
  • STRENGTHENED The department should be headed
    by an Under-Secretary-General reporting directly
    to the S-G
  • PROFESSIONALISED The department should acquire
    significant new capabilities in the areas of
    security threat and risk assessment, operational
    support in the field, policies and standards,
    compliance and evaluation, human resources
    management of security staff and training
  • ENLARGED there should be a significant
    increase in the number of security personnel,
    particularly in the field
  • RESOURCED security costs should be centrally
    funded
