4The three Is and the CFSP/ESDP
- INTERESTS Not fixed (they vary during actors
interactions), endogenous, not only material, but
also informed by ideational factors. - INSTITUTIONS At the CFSP level, bureaucratic
organisations, practices and norms. - IDENTITIES The understanding of oneself in
relationship to others, based on common norms and
values.
5Assumptions about rationality
- Bounded rationality.
- Actors are conceived as being strategic within a
specific social and normative framework. - In a context of incomplete information, the
institutional framework can provide some clues
and patterns to decipher the environment and
others behaviours in sum, to reduce
uncertainty. - The institutional framework will also affect
actors identities through processes of
socialisation, allowing for the exercise of
social influence.

CFSP/ESDP
- Material side-payments or threats of sanctions.
- Persuasion (internalisation of values and norms).

(reputation, legitimacy, public shaming).

institutionalisation of CFSP/ESDP
- To study the impact of CFSP/ESDP institutions
over time. - Because it allows for a developmental model to
bridge the gap between rational and sociological
approaches. - To explore how past decisions can limit current
decisions (path dependency), although there is
still some scope for individuals initiative
(learning from past experiences and new
information available). - It is compatible with a dialectical model
structure-agency relationships.

- How to break the circle of causality?
- Predictive power under which conditions does
