    practice and should be implemented not because of
    its ties to funding but because of our obligation
    to protect the public and to respond to crisis
    situations in a coordinated, consistent, and
    efficient manner

    implementing 34 NIMS activities
  • The successful implementation of NIMS depends on
    participation and integration of all state and
    community based organizations, including public,
    non-governmental, and private organizations that
    have a role in preventing, preparing for,

    providers, utilities, transportation systems,
    industrial plants, etc. need to be part of the
    NIMS implementation process

  • NIMS implementation is more than the adoption of
    Incident Command System by a community, agency,
    or hospital
  • NIMS implementation is more than having personnel
    complete a one hour training session on NIMS
  • NIMS implementation includes the establishment of
    comprehensive system that will improve how the
    nation responds to emergency incidents through
    the use of standard procedures and preparedness
    measures

  • Most jurisdictions, hospitals, emergency
    management disciplines (police departments, fire
    departments, public works departments) are
    already implementing many of the NIMS
    implementation activities as part of their daily
    emergency management practices
  • NIMS simply provides a national framework that
    includes doctrine, terminology, best practices,
    and guidance for everyone to go by!

  • NIMS establishes this framework by standardizing
    organizational systems such as the incident
    command system, the multi-agency coordination
    system, and the public information system
  • It also establishes procedures designed to
    improve interoperability between jurisdictions
    and emergency management disciplines in the areas
    of preparedness, training, exercises, resource
    management, communications, and information
    management

  • The 17 NIMS implementation activities for
    healthcare organizations mirror the
    implementation activities for local governments
  • The integration of these activities between
    government and hospitals, between hospitals and
    other health care organizations in a community,
    between hospitals and health personnel, between
    hospitals and emergency medical services
    personnel is key to protecting our citizens and
    saving lives during an incident

  • How do we integrate? We integrate by working
    together on the development of standardized
    organizational systems, by using the same
    terminology during a disaster, by linking our
    communications system, by training and exercising
    together, and by establishing a common resource
    base for use during an event
  • The HICS IV revision project updates previous
    hospital incident command materials by
    incorporating NIMS terminology, practice, and
    guidance into the revised materials

  • Element 1 Adopt NIMS at the organizational level
    for all departments and business units, as well
    as promote and encourage NIMS adoption by
    associations, utilities, partners and suppliers
  • Element 2 Incident Command System (ICS) Manage
    all emergency incidents and preplanned
    (recurring/special events) in accordance with ICS
    organizational structures, doctrine, and
    procedures, as defined in NIMS. ICS
    implementation must include consistent
    application of Incident Action Planning and
    Common Communications Plans

  • Element 3 Multi-agency Coordination System
    Coordinate and support emergency incident and
    event management through the development and use
    of integrated multi-agency coordination systems.
    That is, develop and coordinate connectivity
    capability with Hospital EOC and local Incident
    Command Posts (ICPs), local 911 centers, local
    Emergency Operations Centers (EOCs) and the state
    EOC as applicable
  • Element 4 Public Information System (PIS)
    Implement processes and/or plans to communicate
    timely, accurate information including through a
    Joint Information System and Joint Information
    Center

    organizations will track NIMS implementation
    annually as part of the organizations emergency
    management program

    incorporate NIMS components, principles and
    policies, to include planning, training,
    response, exercises, equipment, evaluation and
    corrective actions
