Title: The Emergence of US ISR and Foreign Forces Tools, Models and Authoritative Data to Support DoDwide M
1The Emergence of US ISR and Foreign Forces Tools,
Models and Authoritative Data to SupportDoD-wide
Modeling and Simulation (MS) Activities
- Peter N. Starr, Defense Intelligence Agency
- Gary L. Waag, BoozAllen Hamilton
- Brian J. Dubas, BoozAllen Hamilton
2Purpose of Paper
- To describe an effort to identify the US ISR and
FORREP needs of the greater DoD MS community,
and develop a more robust catalog of available
resources (data, models, tools) - This effort will aid interoperability and reuse
across DoD MS activities by shortening the
resource acquisition time

- Future Role of MSEA(I)
- Conclusions
4DIA MS Office Resultedfrom Senior-Level
Direction
- 1991 DepSecDef assigned DoD MS management to
USD(AT) - Oct 95
- USD(AT) signed Master Plan instructing Director
of DIA to coordinate intelligence MS across US
Intelligence Community (IC) - Military Intelligence Board recognized importance
of Defense Intel role, prompted by Unified
Commands requirements of... - ...need for more authoritative representation of
foreign forces, and - improving intelligence training while reducing
support requirements of current US intelligence
models
5DIA MS Office Resultedfrom Senior-Level
Direction (contd)
- Feb 96 MIBs actions led to DIA appointments
- JSIMS Intelligence Executive Agent (EA)
- JSIMS Development Agent (DA) for US intelligence
functionality - Jul 96 DIA appointed DoD-wide MS Executive
Agent for Intelligence (MSEA(I)) - DIA establishes Defense Intelligence Modeling and
Simulation Office (DIMSO) to support and
coordinate DoD Intelligence MS missions

7New DIA Roles Carry Various Responsibilities
- Providing or coordinating and integrating
authoritative representations of US ISR systems
and processes - Supporting authoritative representation of all
aspects of foreign forces (FORREP) - systems
- processes
- entities
- behavior
- Roles reaffirmed in new DoD MS Master Plan,
DoD 5000.59P
8DIA has Stepped Out in JSIMS Intelligence EA Role
- Led effort to collect and compile JSIMS
intelligence requirements from commands and
services - Developing methodology to assess satisfaction
- Sponsored Conceptual Model of the Mission Space
(CMMS) development... - resulting in numerous JSIMS Formalized Data
Products capturing US national and theater-level
intelligence organizations, systems and processes
9As JSIMS Intelligence DA DIA is Building DOMINO
- DOMINO (Defense Object-oriented Model of
Intelligence Operations) will model intelligence
processes, products and systems at JTF and above - will represent external interfaces to JISE, JIC
and NMJIC, with functionality - collection system models will focus on end-to-end
HUMINT and MASINT
10DIAs MSEA(I) Roles
- Establishes vision, goals, objectives strategy
for Defense IC MS - developing DoD Intelligence MS Master Plan
- Coordinates provision of authoritative
representations of the intelligence domain - US intelligence processes
- foreign forces
11DIAs MSEA(I) ActivitiesTo Date
- Co-sponsored Unit Order of Battle (UOB) Data
Interchange Format (DIF) and Access Tool - Sponsored DIA MS Resource Repository (MSRR) node
to - provide access to authoritative threat and blue
intelligence information and resources - serve as gateway to threat and blue intelligence
producers - provide means to distribute information and
resources to MS user community

13What we mean by US ISR
- US ISR is the collection of various forms and
sources of intelligence information - US ISR enables US forces to perceive and act upon
the current state of the battlespace - Realistic US ISR representation must consider the
various stages of the intelligence cycle
planning direction, collection, processing,
production and dissemination - In simulation, the degree of fidelity and
resolution to which these real-world systems and
processes are represented is a function of
specific program requirements - Some programs may require detailed representation
while others may aggregate overall capabilities
14US ISR across DoD MS driven by Flagship Programs
- Much attention being given by DIA, as well as the
rest of the DoD MS community, to JSIMS and JWARS - US ISR requirements are relatively well
articulated - Hope is that community can leverage US ISR
products developed for JSIMS and JWARS - US ISR requirements of greater DoD MS community
not well-articulated
15Foreign Representation (FORREP)Suffers from
Status Quo
- Most programs still favor mirroring friendly
forces - JSIMS will represent opposing forces using
friendly software with unique input data - Given LRCs and OOTW, such representation may over
value adversaries capabilities and neglect the
vast dissimilarities in how they operate - Potential for invalid results, inaccurate
analytic conclusions and misleading/negative
training looms large
Clearer mandate from DoD MS community needed to
drive MSEA(I) activities

- MSEA(I) Research Activities
- Future Role of MSEA(I)
- Conclusions
17DIMSO is Cataloging US ISR and FORREP Resources
- Looking beyond resources currently planned for
the MSRR nodes, DIA is identifying broader
spectrum of data, tools and models - Initial focus has been on Intelligence Production
Center (IPC) products - MSIC (Missile and Space Intelligence Center)
- NGIC (National Ground Intelligence Center)
- NAIC (National Air Intelligence Center)
- ONI (Office of Naval Intelligence)
18Findings are Differentiated and Categorized
- We are exploring a variety of issues
- display mechanism
- database structure for search and discovery
- Item descriptions and access information are
included - Differentiation is made
- between US ISR and FORREP resources
- between databases, tools, model
19Resource Examples Include...
- Models Tools
- Electro Optical/Infrared/Surface-to-Air Missile
one-on-one engagement Model for developing
countermeasures - Pathfinder Analyst Tool for the
operational/tactical environment - CAMs Aerodynamic Data Tool to support missile
design - Data Products
- JSIMS Formalized Data Products
- AN/ALQ-151 (V)2 QUICKFIX-II Division Level SIGINT
Sensor description - Tactical Counterintelligence (CI) Operations
description - Echelons Above Corps Intelligence Center (EACIC)
organizational description - FORDIMS (Foreign Document Information Management
System) bibliographic descriptions of military
and technical documents

21The MSEA(I)s Success isDependent upon YOU!!
- A vast amount of US ISR and FORREP resources
exists - Could be made available to greater MS community
- DIA will continue to take proactive steps
- Market, advertise and otherwise communicate to
community what resources are currently available - Solicit current and future needs from broad
community - Factor into plans
- making current high-demand resources available
- determining needed new resources and working with
community to sponsor their development

23DIA's role as the MSEA(I) is to support YOU!!
- The MSEA(I) role is continuing to mature
- A great wealth of resources are available now or
can be quickly made so - MSEA(I) will be aggressive in communicating
available resources and soliciting your needs - This will help shape the MSEA(I) of the future
- This will also aid in interoperability and reuse
by shortening time to
acquire resources - We need your input
