Establishing the Growth Areas Authority
  • Announced in governments urban planning
    statement A plan for Melbourne's growth areas
  • GAA will work cooperatively with local councils,
    development industry and government agencies to
    achieve good planning, timely infrastructure
    provision and quality development in growth areas
  • Establishment Taskforce appointed
  • Organisational set up underway operational and
    business systems, personnel and governance
  • Legislation to establish the Authority is
    progressing through Parliament

Key objectives of the GAA
  • In the growth areas
  • ensure that development occurs in a coordinated
    timely manner
  • ensure that infrastructure, services and
    facilities are provided in a coordinated and
    timely manner
  • promote sustainable development of land
  • promote housing diversity and affordability
  • promote employment opportunities
  • ensure the coordinated and timely provision of
    land for commercial industrial purposes
  • foster the development of communities

Functions of the GAA specified in Act
Make recommendations to the Minister on
  • Planning, use, development protection of land
    in growth areas
  • Expenditure of Development Contribution Plan
    levies in growth areas
  • Any matter relating to the functions and powers
    of the GAA, if requested by the Minister
  • The Ministers functions powers under this Act
    relating to growth areas

Carry out any other function conferred on the GAA
under this Act.

Development Contribution Plans (DCPs)
  • Initial State DCP under development - will be
    introduced at the same time GAA is formally
    established
  • Initial State DCP a light touch
  • Reflecting exemption for permitted and zoned land
  • focussed on committed Government projects
  • prepared at a growth area level
  • GAA will work with councils developers to
    progressively introduce DCPs for each growth area
  • Full State DCP will be introduced 2007/08
  • further consultation will ensure system meets
    Government policy objectives makes sense to GAA
    stakeholders

Better planned designed communities
  • Better sequencing of development will mean
    infrastructure and services can be provided
    earlier
  • GAA will work with councils, developers and
    infrastructure agencies to establish common
    standard for precinct structure plans
  • Guidelines will be developed by DSE GAA to give
    the GAA, councils and developers clear directions
    for planning designing new communities
  • based on directions objectives of Melbourne
    2030
  • GAA will recommend preferred development
    sequencing zoning and provide advice on
    required infrastructure
