Combine Two Grant Programs

• Local Government Waste Tire Cleanup Grant
  Program
• Provides funding to local governments for the
  removal, transport,
• and end use or disposal of waste tires from
  stockpiles or nuisance dumping.
• Amnesty Day Event Grant Program
• Provides funding to local governments for
  collection events to allow the public to bring
  waste tires to convenient locations for proper
  management.

New Grant Program

• Funding
• 1,000,000 allocated for each program for FY
  2005/2006
• If one program is undersubscribed, the remaining
  funds may be used to fund other program
• 25 Rural Jurisdiction allocation reserve for
  Amnesty Event Program
• Grant Awards
• Waste Tire Cleanup Program
• Maximum 50,000/site and 200,000/applicant
• Amnesty Event Program
• Maximum 25,000/applicant
• Match no longer required

Eligibility Criteria

• Applicant Eligibility
• No changes to either program. Will continue to be
  local governments, including LEAs, county and
  city departments, code enforcement agencies and
  California Native American Tribes.
• Project Eligibility
• No changes to Waste Tire Cleanup Program
• Addition of coupon program for Amnesty Events.
  Will allow public to bring waste tires to manned
  facilities on specified days.
• Grant funds will only pay for collection,
  transportation and disposal or end use for
  Amnesty Events.

Ranking Criteria

• Waste Tire Cleanup Program
• Sites/projects will continue to be ranked based
  on their potential threat to public health and
  safety and the environment.
• Amnesty Event Program
• Amnesty Events will be ranked on the cost per
  tire for the collection, transportation, and
  disposal or end use of waste tires. In the event
  of a tie, the following will be considered
• jurisdiction has Waste Tire Enforcement Grant in
  place (first tiebreaker)
• amount of funds applicant is providing for event
  oversight, public education and advertisement
  (second tiebreaker).
