Appropriations and Authorization
  • The National Defense Authorization Act (NDAA)
    sets priorities for the Department of Defense
    through legislative changes to Title 10 and
    establishes fundamental defense policies such as
    Service end strength, military pay raises, and
    procurement quantities. Additionally, the NDAA
    authorizes individual military construction
    projects.
  •  
  • The Appropriations Acts establish funds with
    the Treasury to carry out the programs requested
    by the President and approved by the Congress.
  •  
  • In cases where the NDAA reduced a program
    while the Appropriations Act funded at a higher
    level (amount appropriated is greater than the
    amount authorized) current DoD budget policy is
    to spend the amounts appropriated.
