  NCOILs November meeting
• If endorsed by NCOIL, individual states likely to

• Designed to protect consumers from inferior
  crash parts used to repair their vehicles
• Independent third party to identify/certify AM
  parts equal or exceed OEM parts in fit,
  finish, quality and performance
• Key change in amended version
• Primary liability rests with manufacturer of part
• Secondary liability rests with insurer ONLY IF
  insurer mandated no option other than non-OEM in
  policy
• CAPA likely to lobby for state recognition as
  independent third party certifier
