December 17, 2003. Toronto Canada Panorama
Business Views was honored to receive the award
for Best Government Solution at the recent
Government Solution Summit in Orlando, Florida.
The only award in the federal IT channel voted
solely by IT Solution Providers, Panorama is
extremely pleased to be recognized for their
state of the art pbviews Performance Management
solution. The Government Solution Summit is an
invitation-only event for qualified IT Solution
Providers and prime contractors with a focus on
the federal sector. Participants included such
organizations as BearingPoint, Booz Allen, CSC,
Lockheed Martin, Northrop Grumman, and Unisys.
pbviews was nominated for this prestigious award
alongside other innovative solutions HP ProCurve
and iPass. We are honored that our peers
within the federal IT channel have selected
pbviews software for the Best Government

President and CEO of Panorama Business Views.
This recognition strengthens our resolve to
develop strong partnerships with other dedicated
solution providers, and validates our commitment
to providing todays government with the most
comprehensive, user-friendly and flexible
Performance Management solution on the market.

Balanced Scorecard
The Balanced Scorecard, introduced in 1993 by
Kaplan and Norton, has served as the foundation
for many Fortune companies and government
organizations performance management systems. A
well designed scorecard bridges the gap between
strategies and day-to-day action by aligning
performance measures with the critical
perspectives of the organization. pbviews
provides Senior Executives and managers with the
ability to track performance against the
established strategic and operational goals.
9
Strategic Objectives
Different organizations have different visions,
and different strategies. pbviews recognizes
this, and has allowed organizations to develop
their performance management system with their
specific objectives supported by the performance
indicators that measure the pathway to achieving
the strategic objectives. The flexibility of
pbviews ensures the terminology and structure of
the organizations strategies and priorities are
maintained so that more time can be spent on
achieving them than having to explain them!
10
Malcolm Baldrige
Since 1987, thousands of organizations have been
using the Malcolm Baldrige criteria for
performance excellence. Baldrige provides a
framework for assessing and measuring performance
to improve organizational learning, deliver value
to the customer, and to improve overall
organizational effectiveness and capabilities.
Several of Panoramas customers are already using
pbviews for Malcolm Baldrige, which has further
allowed them to deliver a results-oriented
framework.
11
Presidents Management Agenda
The President's Management Agenda, announced in
the summer of 2001, is an aggressive strategy for
improving the management of the Federal
government. It focuses on five areas of
management weakness across the government where
improvements and the most progress can be made.
pbviews is helping government organizations
ensure that their current strategies are in line
with the Presidents Management Agenda by
measuring their performance against the five key
areas.
12
Results for Canadians
The Results for Canadians management framework
was developed to encourage responsive and
well-managed federal organizations, oriented to
the needs of citizens and working in
collaboration with other levels of government and
with the private and not-for-profit sectors.
pbviews provides government agencies the ability
to ensure accountability by providing tools that
will identify gaps and provide the capacity to
report on actual performance to all levels of
government. .
13
pbviews in K-12
School districts using data-driven instructional
techniques have seen dramatic increases in
student performance. In pbviews, measures from
student achievement scores, testing, and other
assessment can be combined with measurements
indicating increased management and operational
efficiencies to show overall institutional
performance and achievements over time.
14
pbviews in Higher Education
The promotion of a culture of evidence through
data-driven decision making by accrediting
organizations has made higher education
institutions rethink their approach to assessing
performance. Universities and colleges are using
pbviews as a tool for demonstrating their
accountability to stakeholders and their
dedication to learning and providing them with a
portfolio of data for the institutions leaders
and accrediting agencies. Keeping data simple
and in one dynamic system means less resources
spent on assessment and more time in the
classroom.
15
JCAHO Accreditation
In 1987, the Joint Commission on Accreditation of
Healthcare Organizations integrated performance
measurement data into the accreditation process
to enable health care organizations to understand
how their organization is doing over time.
Hospital and other health care organizations are
using pbviews to verify the effectiveness of
corrective actions, identify areas of excellence,
and compare performance with that of peer
organizations.
16
Banking Performance
Risk Management is now a very significant part of
a banks performance management. The scorecard is
hence modified to incorporate a risk management
perspective. The overall risk management score
will be made up of key risk indicators in major
business units of the banks. Banks have also
built separate views to represent the Basel II
framework.
