Traffic Congestion
  • Traffic congestion is becoming the single most
    difficult problem on American roads. Highway
    congestion is increasing as traffic increases
    across the country at more than four percent
    annually, while highway capacity often remains
    the same year after year. In North Carolina
    these conditions are observed near interstate
    highways that are in or near the three major
    urban areas, Charlotte, the Piedmont Triad and
    the Research Triangle. When it is possible,
    adding lanes is often only a temporary solution
    since traffic continues to grow.

Traffic Reduction
  • One way to reduce traffic congestion is to
    install high occupancy vehicle (HOV) lanes.
  • Provide a free flowing lane
  • Reduce travel time
  • Increase driving ease

High Occupancy Vehicle Lanes
  • Physically located in the center of most major
    freeways, HOV lanes typically are
    barrier-separated roadways that allow buses,
    vanpools and carpools to move higher volumes of
    passengers to and from locations.

High Occupancy Vehicle Toll Lanes
  • HOT lanes are lanes that are open to carpools,
    vanpools, transit, and toll-paying solo drivers.
    Tolls for HOT lanes are set to assure that these
    lanes keep flowing even when regular lanes are
    congested.

Strengths of HOT Lanes
  • Reduced congestion in general purpose lanes
  • Easily fine-tuned to preserve free flow
    conditions
  • Reduction of new construction in conversion of
    existing HOV lanes
  • Usage of HOT lane reduces congestion for transit
    and emergency vehicles
  • Additional revenue to pay for transportation
    improvements
  • Reduction of harmful externalities

The Proposed Managed Lane
  • North Carolinas team of researchers and
    engineers proposed a managed lane that will be
    reversible, eastbound in the morning and
    westbound in the evening. The lane will be
    separated from the usual general purpose lanes by
    candle stick markers. People will only use the
    lane if their car
  • 1. has at least 2 passengers (no toll required)
  • 2. pays a toll to use the lane.

Current Status
  • The project team is collecting data on the
    opinions of commuters where the HOT lane is
    proposed and implementing a study of the opinions
    of stakeholders in the Triad.
