Title: Expert Group Meeting on Training Design for Upgrading Statistical Capabilities on MDG Indicators: OB
1Expert Group Meeting on Training Design for
Upgrading Statistical Capabilities on MDG
Indicators OBJECTIVE
- Solicit expert guidance on content, strategies
and design for a two-week sub-regional training
course on upgrading national statistical
capabilities for producing MDG-related indicators
2Expected Outputs
- Course curriculum/syllabus for sub-regional
course - Topical outlines/guides for contents of course
materials for sub-regional course - Training strategies and tools for conduct of
course - Report of Meeting Summary and Recommendations
3Expert Group Meeting on Training Design for
Upgrading Statistical Capabilities on MDG
Indicators
- Curriculum for Two-Week Sub-regional
Course/Workshop on Statistics for MDGs
4General Objective
- Build data/statistical capability in countries
for the promotion and generation of quality and
reliable data to monitor the progress of MDGs and
contribute to accurate MDG national reports
(MDGRs)
5Specific ObjectivesAs a result of the course,
participants are expected to
- Have a better appreciation of the MDGs, issues
and relationships/linkages to international
development goals, human development and to their
own country development plans and strategies - Have an increased understanding of the concepts,
issues and measurement difficulties related to
MDG goals, targets and indicators - Improve their ability to generate MDG indicators
for MDGRs at the national and subnational levels,
by sex and other relevant analysis subgroups with
the required timeliness and frequency from
existing data collection systems and databases
6Specific Objectives (contd)As a result of the
course, participants are expected to
- Enhance skills of compilation, evaluation and
analysis and interpretation of MDG-related
statistics and indicators and - Acquire skills to improve coordination among data
producer units, line ministries and other
stakeholders in the process of advocating for and
preparing national MDG reports - Create a plan for developing alternative data
sources/indicators for MDG targets that cannot
currently be generated by the official
statistical systems
7Planning Notes
- Training is for institutional capacity building
in statistics in general - Training focuses on statistics and indicators for
MDG reports but touches on issues raised by the
MDGs
8Target Participants
- 3-4 technical staff engaged in or expected to
have significant involvement in producing
MDG-related statistics and indicators - Statisticians from national statistical offices
and line ministries - National MDG focal point
- UNDP MDG focal point
9Planning Notes
- Two types of participation data
producer/statistician and the data user and
analyst - Some considerations in selecting the groups of
countries for a particular sub-regional course - LDCs and non-LDCs
- Variation in level of expertise and experience
among countries - Whether or not countries have already produced an
MDG report
10Elements of Course Design
- Ten working days organized into sessions
- Topical units organized into five main modules
- Combination of training techniques
- Lectures
- Case studies (country papers MDG reports) and
group discussions - Practical exercises
- Project work
11Modules and Topical Units (1)
12Modules and Topical Units (2)
13Modules and Topical Units (3)
14Modules and Topical Units (4)
15Planning Notes
- Modular approach to organizing two-week training
course may address different training needs of
target participants - One model Statisticians attend modules 1-5 UNDP
focal points attend modules 3-5 - Flexible design for sessions plan (topics,
activities, time allocations) for a specific
subregional course
16Expert Group Meeting on Training Design for
Upgrading Statistical Capabilities on MDG
Indicators
- Topical Outlines and Session Guides
17Planning Notes
- Approach to gender as a cross-cutting issue
across goals and in goal three - From detailed outlines to doable training scope
and coverage consistent with overall structure
and target participants - Expert inputs for goals 7 and 8

Upgrading Statistical Capabilities on MDG
Indicators
19Strategies and Tools (1)
- Participants bring to the meeting
- For case studies and discussion groups Country
paper covering - Inventory of availability of data, data sources,
periodicity and quality indicators - Comparison of PRSP and MDG indicators and
reporting processes and issues - For practicals and project work Available data
for MDG statistics national MDG reports
20Strategies and Tools (2)
- Project work to be produced through guided
practical sessions and presented - Some elements of a national MDGR based on data
availability and applications of techniques of
construction and analysis discussed during the
training
21Strategies and Tools (3)
- Use of software (DEVINFO, EFA, POVCAL) as tools
for - Inventory and management of MDG indicators
- Assessing data and data sources inconsistencies
gaps - Analysis
- Dissemination charts, tables, disaggregation
through maps - Use of multimedia CD for self-directed training
(UNESCO) - Use of training materials of existing training on
MDGs related to statistics (DevInfo UNSD UNDP)
22Strategies and Tools (4)
- Participants prepare a country proposal (action
plan) for areas of technical assistance for
statistics on MDGs - Web site for the Project and the Subregional
Training - Course materials
- Related sites (references)
23Expert Group Meeting on Training Design for
Upgrading Statistical Capabilities on MDG
Indicators
- Regional Resource Network for Training and
Technical Assistance
24Objectives
- List of experts
- Identify human resource gaps
25Recommendations (1)
- Sources for lists
- Use ESCAP SD mechanism for building-up roster of
statisticians for short-term advisory and other
expert services - Identify volunteer consultants
- Participants who have undergone training in
DEVINFO - UNESCOs Directory of Training Institutes giving
training in statistics - ADB SDSD, EDRC short-list of statistical
consultants
26Recommendations (2)
- Search mechanisms
- Use internet technologies (e.g., UNESCO) for
allowing interested persons to provide
information or register - Organizing information/repository
- CDS-ISIS
- Web sites
