Title: The New MilitaryIndustrialSpace Complex

1
The New Military-Industrial-Space Complex
  • Its not just bending metal any more!

2
The Three Pillars of Military Research
Government Agencies
Private Corporations
Academic Research Orgs.
3
Focus on the Corporation
4
Supporting the warfighter
5
Two Types of Military Support Corporations
  • Mil-Aero Project Contractor cannot support
direct war efforts by Geneva conventions
  • Private Military Contractor corporatized
    mercenary (DynCorp, Blackwater) cf. Corporate
    Warriors by P.W. Singer

6
Two Types of Military Contractors
  • Metal Benders Large integrated manufacturers of
    weapons and space systems
  • Engineering Think Tanks Prime contractors who
design and plan global weapons and intelligence
    systems

7
Big Metal Benders
  • Lockheed-Martin (37B, 21B for mil.)
  • Boeing (54.8B, 18.4B for mil.)
  • Northrop-Grumman (30.7B, 12B mil.)
  • General Dynamics (9.9B)
  • Raytheon (8.5B)

8
Big Think Tanks
  • SAIC (2.2B)
  • Carlyle Group (1.1B)
  • Booz Allen Hamilton (909m)
  • Titan Corp. (953m)
  • MITRE (555m)

9
Size Matters - Negatively
  • Metal benders are 10X size of think tanks
  • They are only 1/3 as profitable
  • Metal benders dont want to build stuff any more!

10
The 21st Century Corporation
  • Outsource everything manufacturing no longer
    matters, and may be liability!
  • Go virtual make your units a jigsaw puzzle with
    very few physical buildings
  • Implications Congress worries about Alcatel
buying Lucent, IBM turning over laptops to
Lenovo, when half of Lockheeds classified
software is written in India or China

11
The 21st Century Government
  • Outsource everything, make bases remotely or
    robotically operated
  • Example CFIOG Masset, Queen Charlotte Islands,
BC the only North American elephant cage left,
    no humans, sponsored by Raytheon!
  • Example NRO Buys 30 percent of its satellite
    imagery from private satellite cos.
  • Example Buckley AFB (NRO/NSA intelligence base
in Denver) all the growth in the private
    periphery

  • Suspected illegal workers arrested at military
housing siteAgents, who loaded the 120 rounded
up at Buckley Air Force Base onto buses bound for
the border, vow to hold contractors
accountable.By Bruce Finley Denver Post Staff
    Writer

Buckley Air Force Base - Black-clad federal
immigration agents surrounded a military housing
construction site at sunrise Wednesday and
arrested 120 illegal workers from Mexico and
Central America within a mile of top-secret
global surveillance and missile early-warning
facilities. This was a matter of national
security, federal agents said, because only a
fence separated the unauthorized immigrants from
a crucial military listening post.
14
Government Who Orders This Stuff?
15
The Major Players in Space
  • Air Force Procures for Space Command, etc.
    Strategic Command management for space
  • Missile Defense Agency - 8B a year for missile
    defense
  • National Reconnaissance Office - 8B a year for
    spy satellites (used in warfighting)
  • National Security Agency -- 5B a year in
    intelligence support operations
  • DARPA - 2B year space research
  • TENCAP, TIARA tactical intelligence budget
    hidden, 12B a year

16
The False Dichotomy
  • Militarization of space vs. Weaponization of
    space
  • Just because space already has become fully
    militarized from a communications and
intelligence perspective, does not mean peace
activists should accept those platforms that
provide a destabilizing influence in space

17
The Real Test
  • Does this particular satellite (launch vehicle,
ground station) play a role in preserving a
    stabilizing influence, or a dominating,
    warfighting influence?
  • 60 to 75 percent of U.S. space platforms fail
    this test

18
The Banality of Evil
  • The most dangerous programs are the most mundane
    Talon, Forward Operating Locations (Plan
Colombia, Afghanistan), etc. trump the space
    warfare games at JNTC.
  • Activists either remain blissfully unaware of key
programs, or wake up 20 years late in a state of
    shock
  • America leads the world in shock
  • --Gil-Scott Heron

19
If your only tool is a hammer, all problems look
like nails.
  • If the hammer doesnt work in first instance,
bring in new tools, but keep pounding that hammer
    like a 4-year-old on a noise rampage.

20
Déjà vu all Over Again
Theres Nothing New Here, Folks BMD Dates
to Nike programs of 1950s NSA Founded in
1952, maintained Echelon-like systems since
1956-58 NRO Founded in 1960, imaging since
1962, ELINT since early 1970s Space Command
Founded in 1983 USSC now replaced by AFSC
21
Space 101 - MDA and Affiliates
  • Approximately 103 billion spent on missile
defense since 1982 Bush wants 8B for 2007
  • Some of MDA support budget hidden in development
of missiles, X-band radar, early-warning radar
    upgrades
  • Add in cost of high-energy laser programs
    (airborne, space-based) - currently 200 million,
    slated to expand
  • Add in cost of Army, Navy programs TMD could
    have unexpectedly large ramp

22
MDA and Affiliates -What Gets Counted?
  • Navy AEGIS - Do all battleship upgrades, SPY-1
radar upgrades, and SM-1/SM-3 missiles count as
    BMD? If not, why not?
  • AF specialty radar - highly-classified
    surveillance devices for intelligence AND
missile-defense Vardo, Norway Niihau, Hawaii -
just because you dont know about it doesnt mean
    you dont pay!

23
Moss Sirius The Sea-Based X-Band Radar
24
The Skinny on Moss Sirius
  • Prime Contractor Raytheon
  • Height 280 feet
  • Length 380 feet
  • Cost At least 900 million
  • This sat in Pearl Harbor from Jan. to May 2006,
dwarfing all battleships, and activists were
oblivious to its BMD role, its warfighting role,
    and its PacRim role!

25
Academia Giving Everything an Educational Veneer
26
Academias Role
  • University Technology Incubators funnel for
DARPA, HSARPA (Homeland Sec) - example UCCS
Technology Incubator and 10 million DHS grant
  • University partnerships with DoD, defense
    contractors, intelligence agencies example
UCCS Network Information and Space Security
    Center (http//www.nissc.org)

27
Military-Industry-Education Partnerships Partners
hips in Crime Partnerships in War Partnerships in
Dominance
28
Implications for Defense Contractor Research
  • Follow the programs/money who are the primes
for a specific program, who are the
    subcontractors?
  • Military bases largest contractors will be
    logistics Haliburton/KBR for cafeteria, housing
management, etc. next largest will be primes
and subprimes for major programs ex. Orbital
Sciences for ground- based missiles at Vandenberg

29
Sea based interceptor Aegis destroyer
GN Protest at Bath Iron Works
30
AEGIS Not just a ship
  • Naval vessel, but program managed by Air Force
    for its TMD uses
  • SM-3 missile, SPY-1 radar are as important as
    ship itself
  • Forward-basing provocation is as important as the
    missile-defense equipment
  • TMD is a war-fighting program

31
Space Weapons The Obvious
  • COIL, Airborne Laser, Space-Based Laser

High-Energy Laser Test Facility, White Sands,
NM Airborne Laser, Kirtland AFB, NM
32
Space Weapons The Subtle
  • Starfire Optical Range, NM

Since space-based laser battle stations are too
heavy and expensive, ground-based lasers aimed at
orbiting mirrors may be preferred way to go!

Washington Beltway Think Tanks?
  • Union of Concerned Scientists gets it space
    militarization, corporate connections, hazards of
    unilateralism
  • Center for Defense Information useful for info,
but needs a prod in recognizing offensive
    doctrine
  • Stimson Center useful in ASAT policy, but seems
    to like precision warfare!
