Special Education Collection in PIMS
  • The Special Education data collection in PIMS
    should be viewed as a work in progress
  • PDE will continue to run the Special Ed
    collection in parallel until the Bureau is
    satisfied that the data collected in PIMS is
    congruent with Penn Data
  • The authoritative source of Special Ed data while
    the parallel is running will be Penn Data

New Domain Special Education
  • Special Education data will be collected in PIMS
    for the first time in the March collection
  • LEAs should continue to submit Special Education
    data to PennData
  • Parallel collection in PIMS
  • When data will be reported
  • Data as of 12/1/2008 will be submitted to PIMS
    in March 2009
  • Data as of 6/30/2009 will be submitted to PIMS
    during the summer collection
  • Students missed in the 12/1/2008 Snapshot and
    Events (consistent with PennData Student
    demographic information may not be changed)
  • Templates include
  • Special Education Snapshot
  • Special Education Services Fact
  • Special Education Events
  • Race or Ethnicity Subgroup Code (field 114) in
    the Student Snapshot will be used for Special
    Education reporting

Special Education Snapshot Template
Identifies primary details of a students
participation in Special Education.
  • One record per LEA, School Year, Student and
    Snapshot Date
  • Special Education students only
  • Includes Special Education details such as
  • Primary and Secondary Disability
  • Amount of Educational Services
  • Type of Support
  • Residency
  • Service Provider
  • Etc.
  • Actual district and school (location) codes of
    the LEA that is educating the student will be
    captured in fields 46 and 16 respectively
  • Field 16 - Service Provider Location Code and
    Field 46 Service Provider AUN - Where the child
    is receiving the special education services

Special Education Services Fact Template
Identifies services provided to Special Education
students.
  • One record per LEA, Location, School Year,
    Student, Snapshot Date and Service Code
  • Special Education students receiving related
    services/supplemental aids and services only
  • Transportation
  • Audiological Services
  • Psychological Services
  • Occupational Therapy
  • Counseling Services
  • School Health Services
  • Social Work Services
  • Etc.

Special Education Events Template
Identifies evaluation and transition events for
Special Education students.
  • One record per LEA, School Year, Student, Event
    Type and Event Date
  • Includes event details such as
  • Event Type Code (Evaluation, Post Secondary
    Education and Training Goal, etc.)
  • Event Date
  • Event Outcome Code (Eligible vs. Not Eligible)
  • Non Compliance Reason
  • Etc.
  • If the Special Ed Event template is submitted for
    an evaluation event, the Event Date should be the
    date of the parents permission to evaluate
  • If the Special Ed Event template is submitted for
    a transition event, the Event Date should be the
    IEP date

Special Education Collection
  • Who submits Special Ed templates in PIMS?
  • The District of Residence, except for 1306
    (public agency placed) students which are to be
    reported by the Host District
  • Please note In order to submit your Special Ed
    templates, LEAs must submit a Student template
    records for your Special Ed students, if not
    previously reported in PIMS by your LEA

New Template Student Grades
Collects information on final course grades for
all students.
  • Will be collected in the 2008-09 PIMS Summer
    Collection
  • One record per LEA, Location, School Year, Course
    Code, Section Code, Student and Semester
  • Submit final course grades
  • Grades
  • Must be entered in either numeric format (field
    10) or alpha format (field 11) for secondary
  • Pass/fail indicator (field 12) required for
    both primary and secondary
