Background
  • Government calls for 10000 GWh renewable energy
    contribution by 2014.
  • Target of 1 million Solar Water Heater (SWH)
    systems on residential properties by 2014.
  • Hot water represents 30-50 of a household's
    electricity consumption (estimated to be
    equivalent to replacing two coal fired power
    stations).
  • DPE has an interest in augmenting Eskoms
    rebate programme for SWH installations.
  • Following the electricity crisis, research was
    conducted and the following key barriers were
    identified

Model to facilitate up-take of SWH Summary
  • Demand The SA insurance industry accounts for
    40 of all national geyser installations through
    insurance replacements of faulty electric
    geysers.
  • DPE, the PIRB and Eskom requested the Insurance
    Industry to investigate the possibility of
    replacing faulty electric geysers with SWH.
  • The industry leader for short term insurance
    started an initiative to encourage clients to
    make this choice on 7 September 2009.

Cost and time of administration of the Eskom
rebate programme will now be managed by the
insurance industry on behalf of their client
The insurance industry is also encouraged to take
part in Carbon Programmes
  • The PIRB drives quality control and inspection
    services through a Certificate of Compliance.
  • The PIRB is also involved with training
    initiatives to upskill and uplift the industry

Capacity Building
  • DPE is currently working on building capacity in
    the following areas in order to assist and
    enhance current stakeholder projects
  • Training and Development of the Plumbing
    industry to include SWH installation.
  • Standard setting with the SABS.
  • Quality installation and maintenance through
    the PIRB.
  • Manufacturing capacity building (monitoring).

Current Labour Market and Training
  • Worldwide, hot water installation is installed
    and maintained by the plumbing industry.
  • The SA Plumbing industry consists of an
    estimated 13 000 workers
  • 3 000 are qualified workers
  • 10 000 are semi-skilled (can do the job but
    have no certificate or formal qualification).
  • It is also estimated that 50 of the
    semi-skilled workers are illiterate.
  • 95 of the plumbing industry are represented by
    SMME employed mostly by the insurance industry.
    This means that these companies cannot take part
    in SETA activities and receive funding as they
    are not skills levy paying companies.

Training intervention 1
Equally important to the opportunities that this
campaign may offer to job creation and economic
growth, is upskilling of current qualified staff
in the plumbing field to do solar installations.
These resources will form the foundation of
training, mentoring and coaching for all other
resources that will be undergoing training in
this field. Currently qualified plumbers will
only have to do a five day course in solar
installations since they have already passed
trade test certification on hot water
installations.

A training intervention whereby qualified
plumbers upskilled on the 5-day SWH installation
course is proposed. Part of this intervention
will be to register all qualified workers with
PIRB. R6m is needed to upskill all currently
qualified plumbers.

A large number of current skills in the plumbing
industry have at least 5 years experience in the
field. In order to ensure quality, it is
important to encourage these resources to undergo
an assessment and gap training as well as
complete a trade test.

This is the priority intervention as it will
certify semi skilled workers as hot water
installers, including SWH. Part of this
intervention will be to register all qualified
workers at the PIRB. The lower level
qualification was specifically developed for this
intervention as 50 of the semi-skilled workers
are illiterate and the this qualification
requires a practical test only.

The third intervention is targeted at new
entrants in the plumbing market. These students
will complete a full three year apprenticeship.

As an employment incentive to industry - even
though this is a 3 year learnership, the SWH
training prior to employment will enable the
learner to enter as a junior SWH installer with
immediate effect.
Part of this intervention will be to register all
learners with the PIRB. Learners also needs to
be equipped with a toolbag.

Training Budget
  • Funds for training were secured from the
    following sources
  • CETA - 160 learners - R4.5m
  • DBSA - 250 learners R2m
  • Eskom 100 learners R800000
  • Together with the PIRB and accredited providers,
    the programme will be able to implement training
    for close to 1,000 learners with current funds.

Current Manufacturing Market
  • Current manufacturers of solar solutions are
    currently installing up to 10,000 units per
    annum. These manufacturers are typically small
    enterprises - experienced a 300 increase in
    sales since the energy emergency in January 2008.
  • Major manufacturers service up to 600,000
    geyser installations per annum in South Africa -
    communicated sufficient capacity as the sector
    has only experienced a 7 increase in SWH system
    sales. Capacity is currently running at 30 due
    to lack of demand.
  • DPE research and communication confirmed that
    local manufacturing capacity is sufficient for
    currently planned projects as well as national
    targets set.
  • NOTE A number of retro-fit systems have been
    developed. These are SABS approved and are
    registered with the Eskom rebate system.
    Retro-fits are also encouraged.

  • The PIRB is an initiative that was started by
    the Plumbing Industry through the body of the
    Institute of Plumbing of South Africa so as to
    promote safe, healthy and sustainable plumbing
    outcomes for all South Africans.
  • The PIRB work proactively to promote plumbing
    practices that protect the health and safety of
    the community and the integrity of water supply
    and wastewater systems.
  • This is done through the process of registering
    the person involved in the plumbing industry by
    monitoring the performance of plumbers, through
    the issuing of Plumbing Certificate of
    Compliance.

Ways to accelerate and enhance the up-take
  • While increased electricity tariffs will
    result in a far greater demand for SWH, a
    submission has been delivered to Eskom and tabled
    with NERSA to double the current Eskom rebate.
  • Acceleration of project implementation through
    CEF and Municipal projects.
  • Change the National Building Regulations to
    make SWH installation in buildings mandatory.
  • MARKETING to consumers!
