Our grant seeks to do the following
  • Build sidewalks and/or bike lanes or shared use
    lanes to improve accessibility and mobility and
    provide connections and create walkable patterns
    between existing sidewalks, public spaces, and
    businesses
  • Improve area around beach, post office boat
    launch for pedestrian/bicycle/motor vehicle/boat
    trailer safety, as well as stormwater purposes.
  • Improve streetscape per planning workshops,
    including trees and other plantings, lighting and
    benches
  • Purchase historic Scythe Co. building for
    renovation as a tourist/welcome center and Elkins
    Village museum to preserve this historic
    resource, enhance tourism and encourage local
    economic development.

Planning Background
  • This project has been the subject of many
    community-wide planning discussions
  • 1998 Master Plan raised sidewalk needs in
    Elkins
  • 2005 UVLSRPC conducted Elkins Village Planning
    Study
  • 2008 CHA performed public charrette to identify
    community preferences.

Summary of Findings from 2005 Conceptual Land
Use Plan
  • Rezone commercial area to Village District to
    ensure traditional design and village scale.
  • Encourage/support small-scale, mixed-uses.
  • Create aquifer protection overlay district.
  • Investigate pros and cons of sewering the
    village.
  • Investigate town acquisition of the dam.
  • Create a beautification committee (historical
    lighting, flower baskets, historic markers,
    etc.).
  • Maintain post office in current location.
  • Develop a parking plan and ways to delineate
    spaces on gravel lots.
  • Improve access and egress to post office and
    beach parking lots.
  • Increase parking enforcement at the beach and the
    post office do not provide more parking at the
    beach.
  • Improve traffic safety and reduce traffic speeds
    (e.g. speed signs, speed bumps, reconfigure
    intersection).
  • Improve bicycle and pedestrian safety.
  • Create an historic trail or self-guided walking
    tour.
