Title: Across Borders and Boundaries: Building a Transportation Layer Using Collaboration
1Across Borders and Boundaries Building a
Transportation Layer Using Collaboration

3Washington State Transportation Framework for GIS
(WA-Trans)
- An NSDI Type Transportation Layer
- Best available data from all levels of
governments and tribes, - Top priority is roads centerline data with
addresses and route milepost linear referencing
systems, - Also will include rails, light rail, ferries,
aviation, ports and non-motorized transportation
infrastructure, - Seamless, connected, consistent and continuous
data between jurisdictions, boundaries and other
framework layers, - Includes infrastructure to support maintenance
and integration of data, - Useful for a wide variety of business needs.
4Project Organization
- Facilitated by the Washington State Department of
Transportation (WSDOT), - Collaboratively organized
- Includes counties, cities, planning
organizations, tribal nations, transit
organizations, freight interests, federal
agencies and private organizations, other states, - Planned and advised by a steering committee from
different levels and disciplines of government,
5And now a brief detour to discuss collaboration
Think strategically as you plan and team to
collaborate with other organizations. Stop the
turf-ism. Funders want to see successful
networking and community partnerships. (various,

7Vision Statement
- Create WA-Trans in such a way that it leverages
experience and partnerships both internally and
externally to Washington State. - Working with Oregon showed us that together we
can create a better strategy, process, data
design, architecture, agreements and all the
components that go into successfully building a
statewide transportation GIS dataset. - We decided to broaden our working partnerships .
. .
8Developing These Partnerships
- Geospatial Integration and Sharing Data
Consortium (GISDC) - California Department of Transportation
(Caltrans), - Idaho Department of Transportation (IDT),
- Nebraska Department of Roads (NDOR),
- Ohio Department of Transportation (ODOT),
- Oregon Department of Transportation (ODOT),
- Tennessee Department of Transportation (TDOT)
-
- GOAL Share development of the needed data
structures, infrastructures, agreements,
processes and experiences so we can
collaboratively develop, maintain and share our
statewide transportation data as envisioned by
each state. We are looking for more partners!

Data TPF-5(108)
10Components
- NOT Data (huh??)
- Processes and software
- Database and standards
- Relationship building and collaboration
- Funding and business case
11Data
- Is not in the scope if the TPF study but . . .
- We have to test the software and process,
- We have to advance the ultimate goal of each
project, - It IS a goal to simplify the process of sharing
data - So . . .

25Relationship Building and Collaboration
- The various states have used a variety of means
of developing and maintaining relationships, - Advice is exchanged on documented on what works
well, - WA-Trans invested significant effort here during
the early years of the project and it has paid
off, - Other states are handling this differently but
for all it turns out to be critical to success, - Determining the WIFM for all is critical,
- Collaboration requires making the case for all
partners that may be providing data, time or
funds for the project.

27How To Get Involved
- TPF 5(108) Software Tools for Sharing and
Integrating GIS Data, - http//www.pooledfund.org,
- Seeking 4 more partners (at least),
- We can also partner with other levels of
government and private companies, - Our goal is to having working prototypes in an
Open GIS environment as a result as well as
processes and other useful templates and
information. - Talk to me or Ed Arabas (Oregon) at the
conference if you are interested or need more
information!
