• Signing of contracts took almost a full year
• Building of collocations took precisely 6 months,
  as required by RUO
• Discrimination

• T-2 launched services on October 1st, 2006
• Over 10,000 requests for service in first month
• Could only connect few hundred customers
• Of those, only handful had working service
