systems in NPP, Mr. Artaud (USA)
5What did not change since May 2005 IEC/SC45A-IAEA
relationships
- 1981 IEC/TC45 IAEA agreement to eliminate the
overlap between the 2 bodies - IAEA responsible for developing safety
principles, Withdrawal of the IEC/SC45A 231
series tackling principles for safety IC in the
70s - IEC/SC45A develop standards compliant with IAEA
safety principles (for example IEC 60880 on
safety software compliant with NS-G 1.1 and NS-G
1.3) - IEC/SC45A terminology aligned on IAEA terminology
- Systematic exchanges of significant documents for
comments assure consistency - Invitation of the representatives of the IAEA to
the IEC/SC45A meetings
6Whats new - Going more global
- 21 countries participating voting in the SC45A
activities Argentina joined - Argentina, Belgium, Canada, P.R. of China, Czech
Republic, Egypt, Finland, France, Germany, Italy,
Japan, Norway, Rep. of Korea, Romania, Russian
Federation, South Africa, Sweden, Switzerland,
United States, Ukraine, United Kingdom - Decision of revision of IEC 60780 (Qualification
of electrical systems) in parallel and
collaboration with IEEE/NPEC - Enforcement of a SC45A terminology policy to
guarantee full consistency between IAEA and SC45A
documents
7Whats new Going more global - Developing
collaboration with CENELEC
- WENRA, First level of harmonization for nuclear
regulatory systems to be reached in Europe in
2010 - CLC/BTTF127-1, 2006-2007, European WG to prepare
the decision of publishing European standards for
NPP IC, endorsing IEC/SC45A standards - Decision to be taken by CENELEC BT in September
2007
8Whats new A (complemented) up to date,
consistent, comprehensive standard series on
computer based systems important to safety
- IEC 61513 General requirements, 2001 (in
revision) - IEC 61226 Classification of IC functions, 2005
- IEC 60671, Surveillance testing, 2007
- IEC 60709 Separation, 2005,
- IEC 60880 SW of CB systems performing A
functions, end 2005 - IEC 60987 HW of CB systems performing A, B and C
functions, 2007 - IEC 62138 SW of CB systems performing B and C
functions, 2004 - IEC 62340, Common Cause Failure, 2007
9Whats new IEC 60880, May 2006
- Revision of the original 1986 version, referenced
in many contracts, used by SA as reference in
many countries - Takes into account the recent advances of
software engineering techniques - Integrates of the IEC 60880 part 2 published in
2000 - Aligned with IAEA documents NS-R-1 (Design) and
NS-G-1.3 (IC) - Consistent with IEC 61513, IEC 61226, IEC 60709,
IEC 60671, IEC 60987, IEC 62138, IEC 62340
10Whats new Other publications
- IEC 60515 Radiation detectors
- IEC 60568 In core instrumentation for neutron
fluence rate measurements - IEC 61225 Requirement for electrical supplies,
2005 - IEC 62397 RTDs (Resistance Temperature Detectors)
11For the coming years Why to join IEC/SC45A ?
- IEC/SC45A standards are equipment specific based
on IAEA safety principles - IEC/SC45A standards are consensus based (1 stage
for comments, then 1 stage for comments and
voting and then 1 stage for final voting) - IEC/SC45A standards are used in various countries
for procurements but also by regulatory organisms
12For the coming years IEC SC45A strategy
- To increase the participation of NPP generating
countries all over the world (Asia, South
America, Eastern Europe) - Address the complete nuclear cycle
- Take into account the safety/security needs
- Liaise with all the major standardization bodies
(IAEA, IEEE, CENELEC).
