Title: ESEOO project: a contribution to the development of Operational Oceanography at Spain
1ESEOO project preliminary results
ESEOO Group
2Introduction
- 1) Objectives, participants and structure of
ESEOO - 2) Preliminary results
- 3) Conclusions
3The origin of ESEOO
- During Prestige crisis several OO systems were
implemented without real validation - Situation after Prestige Posibility of a project
to exploit the gained experience, cover part of
the existing gaps in numerical modeling and
exploitation of measurements and, basically, to
boost OO - A new project (ESEOO - Establecimiento de un
Sistema Español de Oceanografía Operacional) was
approved by the Spanish Ministry of Science
4What is ESEOO?
- ESEOO (Establecimiento Español de Un sistema de
Oceanografía Operacional) is a three year project
funded by the Spanish Science and Education
Ministry. - Funding 865.000 Euros
- Kick-off meeting January 2004
- 14 Spanish groups and 5 non-Spanish
5ESEOO Objectives
1. Development of a regional scale national oil
spill and current forecasting system.
2. Set-up of high resolution numerical models and
systems able to forecast currents and spill
evolution at local scale.
3. Validation and intercomparison of models in a
pilot area
4. Development of an data service able to quickly
provide information based on analysed historical
measurements.
5. Set-up of a unified access point to real-time
oceanographic and meteorological data at Spanish
coasts.
6. Basic research in the fields of data
assimilation in ocean models, oceanographic and
meteorological data processing...
7. Design of coordination procedures in case of
emergency.

19Preliminary results Mediterráneo 2005
operational exercise (1)
- Mediterráneo 2005 International exercise for
oil spill crisis management in the Med. Sea. - Simulated scenario 1000 tons Oil Spill South of
Mallorca Island on May 11 2005. - A special unit was created to handle Met-Ocean
info the USyP (Unidad de Seguimiento y
Predicción) - Forecasts provided to the decision makers on the
crisis room. - 6 drifters were released
- The USyP was able to fulfil all the objectives
on the expected times

26The ESEOO view of information flow in the future
- Core service Met-ocean information service
- (Interinstitutional consortium for ESEOO-II)
- Wind, waves and current forecasts
- Measurements Anchored buoys, HF radar and
satellites - Systems running daily, even without crisis
- Downstream service Analysis and proccess of
information by an expert team (USyP or similar) - Selection and analysis of infrometion from core
service - Oil Spill forecast
- New measurements at sea (i. e. drifting buoys)
- Integration of the information provided by field
units - System activated during a crisis
DECISIONS MAKERS
27Conclusions
- ESEOO project pretends to promote and develop OO
at national level. - The ESEOO group is formed by a large and
interdisciplinary group of partners - Without an appropriated European framework and a
national plan to continue the effort, the results
will be of little use.
