Organization and Governance
  • For July meeting GAVI/WB/Donors will each provide
    a draft document setting out their respective
    responsibilities at each phase
  • Canada to update DC establishment phase TORs UK
    to draft DC implementation phase TORs
  • GAVI to highlight role of Secretariat vs Board
  • GAVI will provide
  • a paper on other GAVI activities related to AMC
  • a glossary of defined terms
  • GAVI will set up a password protected website to
    share documents
  • Conference calls will be scheduled every 3 weeks
    (and as needed) with the whole group
  • Next Donor Committee meeting July 6 in UK

IAC
  • IAC nomination process will be extended
  • Run another Economist ad, and in other relevant
    industry journals as time permits ensure
    consistency with website ad
  • Revise ad slightly - Allow self-nomination
  • GAVI will come back with recommendations on other
    journals and new extension date, by Fri May 11
  • Donors/GAVI/WB to use networks to disseminate ad
  • GAVI secretariat to send letters to current
    applicants indicating they dont need to apply
    again

IAC Cont.
  • Donors will formally delegate the selection of
    the IAC to the Selection Panel, to be made up of
    reps from WB, GAVI and WHO
  • Canada will draft a letter to WB/GAVI/WHO on
    behalf of the donors giving the Selection Panel
    the authority to make the final decision on the
    IAC
  • Relevant documents will be amended to take into
    account the new role of the Selection Panel (i.e.
    including role previously proposed for GAVI
    Board)

DAC ODA Treatment of AMC
  • Norway will send an email to donors stating
    position that AMC should be treated as a
    public-private partnership
  • This position will be stated by the various
    donors at the next DAC WG on statistics meeting
    in mid-June

Budget
  • At next weeks GAVI Board meeting
  • GAVI to propose that it cover the serotype study
    costs, given issues raised by donors
  • Norway, UK and Gates (GAVI Board members) to
    coordinate support for a proposal for GAVI to
    cover all AMC start-up costs, up to ceiling
  • Admin costs not covered by GAVI are to be shared
    among donors in proportion to the amount of total
    donor commitment

Expert Group
  • Donors to send any additional comments on Expert
    Group TORs by May 9 GAVI to send revision by May
    11
  • Balance of developing country and gender
    expertise on group to be revisited by GAVI
  • GAVI to clarify gaps in membership and ask donors
    to submit any additional names

Industry Consultation
  • Strategy must be explicit that the industry
    consultation is not a negotiation
  • Donors to send any additional comments on
    Industry Consultation strategy by May 9 GAVI to
    send revision by May 11
  • consultation to include issue of currencies used
    in AMC price
  • Italy will send a letter to pharma companies and
    relevant industry associations from Italian G7
    deputy
  • The scope and team for the industry consultation
    was agreed in principle

Monitoring and Evaluation
  • Monitoring and evaluation strategy agreed in
    principle, subject to revisions discussed in
    meeting
  • Sub-group to begin their evaluability study
    DFID/CIDA plan to absorb 200K costs internally
  • GAVI to add 100K costs to start-up proposal for
    GAVI Board, to cover additional consultant
    services that might be needed to finalize ME
    Framework after completion of evaluability study

Outreach
  • UK and Communications sub-group to further
    elaborate rationale for outreach, including
    option for meeting back-to-back with next DC
    meeting, to be sent by May 11

Financing
  • Donors to come to July meeting with clarity on
    (i) profile (ii) grant instrument of their
    payments
  • WB to do note (versions for DC and for internal
    Board) that addresses bundling issue
  • WB/donors to reflect on need for corporate
    finance advice
