- Manual on Implementation of a 300 m (1,000 ft)
Vertical Separation Minimum between FL 290 and
FL 410 Inclusive (ICAO Doc 9574, Montreal, 1992.) - ICAO Doc 9574 assumes that the RVSM will be
introduced on a regional basis rather than in one
global step - Provides information to a State, group of States
or Regional Planning Group (RPG) to help in the
introduction and use of the RVSM
3BASIS FOR ESTABLISHING REGIONAL MONITORING AGENCY
- A State, group of States or an RPG is directed to
establish an RMA in paragraph 2.6.25 of ICAO Doc
9574 - Functioning RMA is considered a necessary
prerequisite to conducting RVSM implementation
program - RMA continues its work after RVSM implementation
- In the case of North American RVSM, the body
responsible for implementing the RVSM is the
consortium of Canada and the United States

- Establish and maintain a central registry of
State RVSM approvals of operators and aircraft
using North American airspace where RVSM will be
applied - Facilitate the transfer of approval data to and
from other RMAs

- Establish and maintain a data base containing the
results of height keeping performance monitoring
and all altitude deviations of 300 ft or more
within North American airspace where the RVSM is
or will be applied, including in the database the
results of NAARMO requests to operators and
States for information explaining the causes of
observed large height deviations - Provide timely information on changes of the
monitoring requirements for aircraft type
classifications to State authorities and operators

- Assume overall responsibility for administration
of height-keeping performance monitoring systems
supporting introduction of the RVSM into North
American airspace these systems are - the Global Positioning System-based Monitoring
System (GMS) - specialized ground-based systems to estimate

North American RVSM - other systems contributing to estimation of
aircraft height-keeping performance

- Using height-keeping performance monitoring
results to assess compliance of operators and
aircraft with RVSM height-keeping performance
requirements - Provide the means for identifying non-RVSM
approved operators using North American airspace
where the RVSM is applied, and also the means for
notifying the appropriate State approval authority

- Collect and analyze samples of traffic movements
within North American airspace where the RVSM is
or will be applied to aid in estimating collision
risk model parameters - Conduct assessments of the RVSM State approval
readiness of operators and aircraft for RVSM
implementation in North American airspace - readiness assessment at any time, the proportion
of operations being conducted by
State-RVSM-approved operators and aircraft

- conduct safety assessments before planned North
American RVSM implementation - safety assessment estimation of risk of midair
collision and comparison of risk estimate to
quantitative safety goal - conduct monitoring and safety oversight after

assess whether risk meets the safety goal
