of federal and state workforce development funds
as they pass through various state administrative
    departments

3
Why now?
  • Stakeholder demand - we need to get a handle on
    resources
  • Assist reform efforts to craft a more responsive
    workforce development system
  • Cant begin to create a new system without fully
    understanding the old one

4
Project design
  • Unified budget
  • Consider all components as a whole
  • Reveals priorities, gaps
  • Allows for the reallocation of resources
  • User-friendly layout
  • Fragmentation, yes. Need, definitely.
  • Largely descriptive

5
Project history

    employer matched/leveraged support
  • Not include large cash payment programs -
financial aid (Pell), U.I., child care subsidies
  • Not include general support for K-16 or WTCS
  • All figures are FY2008 and reflect July 1
    restructuring
  • DWDs 2005 Inventory of Wisconsins Workforce
    Programs as guide

7
What does the map tell us?
  • Fragmentation Opportunities for coordination
    and consolidation?

    flowing into the system
