What am I holding?

• A resource map that graphically charts the flow
  of federal and state workforce development funds
  as they pass through various state administrative
  departments

Why now?

• Stakeholder demand - we need to get a handle on
  resources
• Assist reform efforts to craft a more responsive
  workforce development system
• Cant begin to create a new system without fully
  understanding the old one

• Rockefeller Foundation initiated effort in 2002
• NY, TN, IL, TX
• Joyce and DWD support in 2007

• Includes Federal and state grants for WD that
  flow through state departments
• Not include local government, foundation or
  employer matched/leveraged support
• Not include large cash payment programs -
  financial aid (Pell), U.I., child care subsidies
• Not include general support for K-16 or WTCS
• All figures are FY2008 and reflect July 1
  restructuring
