ACAS II
  • ?INTRODUCTION
  • ?REVISED REGULATIONS TRAINING
  • ?ACAS II MANDATE PHASE 2
  • TRANSITIONAL ARRANGEMENTS

3
ACAS INTRODUCTION
  • ACAS II PLAYS CENTRAL ROLE IN RESOLVING AIRPROX
    WITH RISK OF COLLISION

4
ACAS INTRODUCTIONTERMINOLOGY
  • ?ACAS II is the level of ACAS defined in ICAO
    SARPs - the system
  • ?Traffic Alert and Collision Avoidance System
(TCAS) II complies with ACAS II SARPs - the
    equipment

5
ACAS II INTRODUCTIONPURPOSE FUNCTION
  • ?Designed to reduce risk of mid-air collision -
using SSR technology to detect and track nearby
    aircraft
  • ?TCAS II provides two levels of alert
  • TA - indication of traffic that may become a
    threat
  • RA - issued if a risk of collision calculated

6
ACAS II INTRODUCTIONPURPOSE FUNCTION (Cont)
  • ? RAs provide pilot with indication the
flight-path change (vertical plane only) to avoid
    collision
  • ? When both aircraft are TCAS equipped, RAs are
    coordinated

7
ACAS REGULATION TRAINING
  • ?GENERAL
  • ?REVISED DOCUMENTATION
  • ?AVAILABLE TRAINING MATERIAL

8
ACAS REGULATION TRAINING GENERAL
  • ? The ACAS II equipment is a proven independent
    airborne safety net.
  • ? Nevertheless, to ensure that its operational
effectiveness is maximised, both pilots and
controllers need to understand ACAS II
operational principles, and correctly apply the
    standard operational procedures.

9
ACAS REGULATION TRAINING(CONT)
  • ? Actions shall be taken by State regulators, air
    navigation service providers, aircraft operators,
ICAO, JAA, Associations and EUROCONTROL to
reinforce ACAS provisions and Guidance Material
    and to remove any ambiguity

10
ACAS REGULATION TRAINING REVISED PROCEDURES
  • ? PANS-OPS Doc 8168
  • Revised ACAS Procedures and Pilot Training
    Guidelines
  • ?PANS-ATM Doc 4444
  • Reviewed to ensure consistency and completeness
  • ?JAR-OPS
  • Being amended to reflect revised PAN-OPS
  • ?SSAP Requirements Not a wish list. Essential
    and High Priority

11
PAN-OPS Doc 8168 REVISION
  • ? The new procedures result out of the experience
gained from a decade of worldwide ACAS II
operations and as a result of several monitoring
    programmes.
  • ? The most important change is related to the
procedure when an RA is generated. The new
    procedure clearly states that

12
PAN-OPS Doc 8168 REVISION (Cont)
  • ? Pilots shall respond immediately by following
the RA as indicated, unless doing so would
jeopardise the safety of the aeroplane.
  • ? Pilots shall follow the RA even if there is a
conflict between the RA and an ATC instruction to
    manoeuvre.
  • ? Pilots shall not manoeuvre in the opposite
    senseof an RA.

13
PAN-OPS Doc 8168 REVISION (Cont)
  • ? PANS-OPS now states that visual acquisition is
no longer an acceptable reason not to follow an
    RA
  • ?Visually acquired traffic may not be the same
traffic causing an RA. Visual perception of an
encounter may be misleading, particularly at
    night.

14
PAN-OPS Doc 8168 REVISION (Cont)
  • ? In addition, the need for pilots to notify all
RAs to the controller is reinforced
  • ? Pilots shall, as soon as permitted by flight
crew workload, notify the appropriate ATC unit of
the RA, including the direction of any deviation
from the current ATC instruction or clearance.

15
ACAS TRAINING GENERAL
  • ? Every effort must be made to ensure that the
    relevant operations manuals include up-to-date
ACAS procedures, and that appropriate training
is provided to ensure that pilots and
controllers are able to apply these standard
    ACAS procedures consistently.

16
ACAS TRAINING AVAILABLE
  • FOR PILOTS AND CONTROLLERS
  • ? ACAS Information booklet
  • ? IANS Course material
  • Event replay software -Replay Interface for TCAS
    Alerts (RITA)
  • ACAS Operations in RVSM ACTOR
  • ? ACAS II Safety Bulletins

17
ACAS TRAINING (CONT)

  • ? 2. RAs and 1000ft Level-Off Manoeuvres

    Regulation

18
ACAS II MANDATE PHASE 2 TRANSITIONAL ARRANGEMENTS
  • ?PHASE 2 MANDATE
  • ?THE ISSUES
  • ?THE TRANSITIONAL ARRANGEMENTS

19
ACAS II PHASE 2 MANDATE
  • ? With effect from 1 January 2005, all civil
fixed wing turbine-engined aircraft having a
    maximum certificated take-off mass exceeding
5700kg, or a maximum approved passenger seating
configuration of more than 19, will be required
to be equipped with ACAS II

20
IMPLEMENTATIONISSUES
  • ? Transitional arrangements were developed
because some operators of Phase 2 aircraft will
be unable to achieve ACAS II equipment
installation on their aircraft by 1 January 2005
because of the following implementation issues

21
IMPLEMENTATIONISSUES (Cont)
  • ? non-availability of an ACAS II SB/STC or
  • ? certification problems/delays in the
development of SBs and STCs, are delaying the
installation programme of Mode S transponder
    equipment compliant with the mandatory
requirement for Mode S Elementary Surveillance
    (ELS) and Enhanced Surveillance (EHS).
  • ? A number of operators of Phase 2 aircraft are,
for practical engineering and installation cost
considerations, seeking to combine their ACAS
II installations with the installation of Mode S
transponder equipment which is Mode S ELS and
    EHS compliant.

22
TRANSITIONAL ARRANGEMENTS
  • ? To address the identified implementation
    issues, the following Transitional Arrangements
have been approved by the PC
  • ? the Phase 2 mandate date, 1 January 2005, will
be maintained. This supports the requirements
of ICAO Annex 6 SARPs and JAR OPS.
  • ? the final date for compliance will be 31 March
2006. This date has been selected on the advice
of industry representatives, to enable operators
to schedule their ACAS II installation in line
with maintenance schedules, whilst ensuring that
the pressure to comply with the mandatory
requirement to install and operate ACAS II is
    maintained.

23
TRANSTIONAL ARRANGEMENTS (Cont)
  • ? To ensure that individual States authorities
are not burdened by excessive exemption requests,
the Agencys ACAS Mode S Programme will manage
and coordinate the transitional arrangements on
    behalf of the ECAC states
  • ? An aircraft exemption granted under the
    Transitional Arrangements will be temporary,
specific to each airframe number and will not be
transferable. Each exemption request will be
    considered on a case-by-case basis.

24
PROMULGATION OF THE TRANSITIONAL ARRANGEMENTS
  • ? A specimen AIC has been developed, explaining
clearly the Phase 2 transition arrangement
provisions. This AIC has been distributed to the
Authorities throughout the ECAC States, with the
request that it be adopted at the earliest
    possible AIRAC date.
  • ? Details of the Arrangements have been forwarded
to all European Operators of Phase 2 aircraft, to
Aircraft and ACAS II equipment manufacturers and
to relevant Industry and Aviation bodies eg ERA.
The Agency is also developing various publicity
    campaigns.
