- State-initiated effort (8 Midwest States) which
began in July 2005 (Joyce Foundation grant) - Primary objective is to provide credible GHG
emissions reporting platform - Why? We can only manage what we can measure.
- Two basic design options considered (stand alone
v. multi-state registry) - Commitment to multi-state process in January 2007

- Formed workgroup of state representatives (IL,
IN, MI, OH, WI, plus IA, MN, MO) - Consulted with Eastern Climate Registry and
California Registry - Hired contractor (WRI) to provide technical
support - Prepared papers on major design topics and draft
report on GHG emissions in the Midwest - Held meetings/calls with interested stakeholders

- Benefits include
- increased participation, standardized best
practices, common currency, reduced burden on
reporting entities, opportunity to establish
baseline and document early action - Goal is to launch registry by end of 2007

GHG emission and reduction records of highest
quality - Support diverse state climate policies
- Create the system and confidence in data to
promote linkages between emerging carbon markets
(i.e., common currency)
